The Hanoi People’s Committee convened a conference on September 10 to launch regulatory sandbox decisions across the capital. Dung and municipal department leaders rode in an autonomous vehicle within the designated pilot zone at the park.
During the event, municipal authorities granted pilot licenses to two key tech ventures. Phenikaa-X Joint Stock Company secured approval to test an intelligent autonomous transit system, comprising electric buses, robotaxis, street-cleaning robots, and automated delivery pods. Meanwhile, Mining Technology and Construction Consulting Joint Stock Company received authorization to pilot the processing of total rare earth oxides exceeding 95% purity.
Dung directed the Hanoi Department of Science and Technology and municipal agencies to establish monthly or quarterly review systems. He instructed regulators to resolve operational hurdles immediately, adjust sandbox mechanisms promptly, and align administrative authority with concrete accountability. Once trials conclude, agencies must advise the city on technologies ready for commercial rollout, technical standards requiring formal issuance, and outdated regulations that need removal.
He noted that regulatory sandboxes do not dilute statutory oversight responsibilities across line departments.

“The digital economy does not stop at digitizing existing sectors; it must create high-value, novel industries,” Dung stressed. “The goal of this regulatory sandbox is not to register paper successes, but to foster technologies that serve citizens and generate tangible economic value for the capital and the nation.”
