On October 26, the police of Nam Can Commune, Ca Mau Province, announced an administrative penalty against N.T.M, a resident of the commune, totaling 11,250,000 VND. Authorities sanctioned M. for barging into her grandchild’s classroom at Nam Can Kindergarten to tear the teacher’s attire and physically attack her.
Specifically, authorities penalized M. for disrupting public security and order at the premises of an agency or organization, insulting the dignity and honor of another individual below the threshold of criminal prosecution, and inflicting bodily harm on another individual below the threshold of criminal liability.
The incident occurred on the morning of October 1. M. arrived at Nam Can Kindergarten and walked directly into her grandchild’s classroom. According to a formal complaint filed by the lead teacher, upon confronting the instructor, M. launched into an immediate physical assault, shouting profanities, ripping the teacher’s clothing, and stating: “I’m beating you and ripping your clothes off so you’ll be humiliated in front of everyone.” Bystanders intervened shortly thereafter to break up the attack. The female educator reported suffering physical injuries, generalized body pain, and shredded clothing.
According to the complaint, the altercation unfolded during peak morning hours in full view of young children and multiple witnesses. The teacher affirmed that M.’s aggressive outburst severely tarnished her personal honor, physical health, and professional standing. She also noted that the spectacle damaged the standing of educators in front of children and undermined the reputation of the education sector. M. claimed that the teacher had struck her grandchild, though she failed to provide supporting evidence.
Nam Can Commune Police summoned all involved parties to investigate and verify the assault on the teacher before issuing the administrative fine against M.
