Second win for Vietnam at 2019 Asian Cup qualifying

The door is wide open for Vietnam to the 2019 Asian Cup finals as the team trounced Cambodia 5-0 during their clash under the 2019 Asian Football Confederation (AFC) Asian Cup qualification in Hanoi on October 10.

Prior to Tuesday’s rematch at My Dinh Stadium, Vietnam temporarily ranked second in Group C with five points after three games, followed by Cambodia, who lost 1-2 to their neighbouring in Phnom Penh in the previous round last month, with a two point gap. Jordan top the table with seven points.

In the first Group C match on Tuesday between Afghanistan and group leaders Jordan, the two tied 3-3, meaning that a win for Vietnam against Cambodia would help Coach Mai Duc Chung’s players on par with Jordan, thus opening the door to win the ticket to the 2019 Asian Cup finals in the UEA.

The clash at My Dinh was not in a favourable weather as it was raining heavily and influenced the match’s quality. However, Vietnam, with best-form lineups, quickly took home advantage to strengthen attacks on their guests.

The opener arrived soon for the hosts in a rather lucky manner in the 12th minute as Dinh Thanh Trung’s kick hit a Cambodian defender and deflected into the goal, which keeper Sou Yaty was unable to save.

Inspired by the opening goal, Vietnam continued to overwhelm and created consecutive threats to Sou Yaty’s goal. However, due to the heavy rain and slippery ground, Vietnamese players could not convert any opportunities into goals during the last minutes of the first half.

Contrary to the first half, Vietnam showed off their skills in the second session. In the 56th minute, Thanh Trung proved his effectiveness since the beginning of the match with a skilled cross on the right. The ball found Van Quyet and Vietnam’s captain punished the Cambodian defensive line with a superb header, doubling the scoring for Vietnam.

The 2-0 lead helped Vietnamese players to alleviate the pressure and play more confidently. The team only needed four minutes to score the third goal. Midfielder Thanh Trung continued to print his mark with a free kick to drop a favourable ball to veteran striker Anh Duc to break Cambodian line and score an easy goal.

The goals by strikers Van Quyet and Anh Duc inspired Cong Phuong, the remaining spearhead on Vietnamese trio attack line, to find his goal. However, the Hoang Anh Gia Lai striker had to wait until the 76th minute, after many opportunities missed, to celebrate with the fourth goal for Vietnam.

In the remainder of the match, Cambodia advanced to find their goal. However, all they could do was simply stop at a free kick hitting the post from Bin Chanthacheary in the 87th minute. Not only that but, Cambodia also conceded a goal in the crucial time as the substitute Mac Hong Quan made it 5-0 for Vietnam.

The 5-0 win helps Vietnam earn eight points, on par with Jordan, but still temporarily rank behind the group leaders for a lower goal difference. The victory yet helps Vietnam set a foot in the 2019 Asian Cup finals. In the next match against Afghanistan, Vietnam only needs one point, while Cambodia would not be defeated by Jordan, to officially earn a berth in the UAE’s tournament next year.

The win is also a farewell gift to interim Coach Mai Duc Chung, who will transfer his management position to new Korean Head Coach Park Hang Seo after Tuesday’s match. Park will officially sign a contract with the Vietnam football team later this month.

Hoi An named world’s top 5 budget-friendly destination

Advertisements

With that, Vietnam’s ancient port city has beaten the likes of Phuket, Bali and Penang to top Southeast Asia’s most affordable places.

Post Office’s Holiday Money, a database of travel costs, has just revealed 30 cheapest cities for British travelers.

To little surprise, Hoi An has been named among the most affordable.

Rankings are based on the minimum required budget for 10 holiday items U.K. tourists are likely to purchase, including a cup of coffee, a pint of beer, a bottle of water, sun cream, insect repellent, and a three-course dinner for two with a bottle of wine.

At total cost of $102.86, this year the UNESCO-listed town in central Vietnam has jumped six spots from the previous year to fifth place worldwide and became the most affordable destination in Southeast Asia, according to Post Office’s Holiday Money.

In Hoi An, for just $3.54, travelers can have a taste of beer or they can pay $2.52 for a cup of coffee.

Affordable romantic dinner for two also makes Hoi An as a budget-friendly city where tourists can enjoy a date night for less than $70.

Leading the pack, to many people’s surprise, is the notoriously expensive Tokyo, where total cost for 10 mentioned items is $65.55.

Cape Town (South Africa), Mombasa (Kenya), Colombo (Sri Lanka) round out the top five cheapest travel destinations.

Other famous destinations in Southeast Asia including Penang (Malaysia), Phu Ket (Thailand) and Bali (Indonesia) all witnessed a rise in the costs.

Hoi An has repeatedly been featured in best-value destination lists. The city has been named the cheapest travel destination by budget tourism site Price of Travel, with daily expenses for a backpacker estimated at $22.29.

What do Vietnamese think about Galaxy Note 8?

Advertisements

MobiFone has officially begun selling authentic Galaxy Note 8 at its shops throughout the country. Those who buy Galaxy Note 8 associated with MobiFone’s service package for 12-18 months will be able to enjoy the discount of 65 percent, with prices from VND7.49 million.

Nguyen Vu Dat, photographer

I felt comfortable when using Galaxy Note 8 over the last week. Though the screen is large 6.3”, it is not too difficult to do most operations daily. About the camera, I think there is a big step forward. The camera quality is good which allows snapshots in all lighting conditions. Note series’ fans won’t miss Note 8 because of very significant improvements.

Huynh Kim Thuy, admin Samsungvn.com

I don’t think Galaxy Note 8 has too many breakthroughs, but the dual camera and S-Pen really make big differences. S-Pen helps Samsung remain a big gap with its rivals in the large-screen market segment.

I still cannot find any inconvenience when using Note 8. It makes me feel comfortable as it can satisfy all my requirements. The number of customers booking Note 8 is very high in Vietnam.

Tang Thien Hai from Techrum.vn

I think Note 8 is the best product of Samsung so far with beautiful design useful features as well as additional services. However, there is one thing with the battery. The usage time is not considerably longer than Galaxy S8+.

Lam Nhat Hung, photographer

Being a reporter, I find S-Pen very convenient. With the pen, it’s easy to make notes, edit pictures or make annotations. It helps me a lot in my work. Though it is expensive, it will succeed thanks to associated services like Galaxy Gift.

Le Bao Long from VOZ forum

I still cannot find any defect. In general, flagships have no problems except the high price. I like the dual camera of Note 8, while the screen seems to be more beautiful than the old Notes. I think the manufacturer will succeed with Note 8 despite the failure of Note 7 because there are still many Note fans.

Analysts predict that the competition between iPhone X and Galaxy Note 8, the flagships of the two technology giants, will be the ‘real duel of the year’. Their excellent features explain why they have the sky high prices of $1,000.

Galaxy Note 8 and iPhone X have amazingly similar designs. Both of them are made of metal and glass and both have infinity display screen and dual camera. The difference is that while Galaxy Note 8 has kept the fingerprint sensor, and iPhone X has a face detection feature to unlock the phone.

13 Vietnamese banks named in world’s top 1,000

Advertisements

Chinese and American banks continued to dominate this year’s list compiled by The Banker.

Vietnam’s 13 largest commercial banks have been named among the world’s top 1,000 based on assets, profits and capital.

Vietinbank jumped six positions from last year to 376th, followed by other big lenders Agribank, Vietcombank, BIDV and Sacombank, according to the Top 1000 World Banks 2017 list released this month by The Banker, a publication owned by The Financial Times.

Vietinbank, Vietcombank and BIDV in May also made the Forbes list of the world’s 2,000 largest listed companies, and were named among the world’s 500 most valuable banking brands by Brand Finance in February.

Vietnamese banks have reported robust business during the first half this year. Vietcombank said its pre-tax profit jumped 20 percent on-year, while Sacombank enjoyed staggering growth of 70 percent.

The Banker’s list evaluated more than 4,000 banks around the world, and Chinese and American banks continued to dominate the top 10 this year.

Banks from other BRICS countries also scored well, it said. Russian bank profits rose 369 percent, followed by Brazil with 179 percent and India with 26 percent.

Editor Brian Caplen said in a statement that: “While some analysts declared the BRICS concept dead, The Banker’s Top 1000 ranking shows that fast growth in major emerging markets is still a huge economic driver.”

The list also highlights the rise of banking in Indonesia, which had two banks enter the top 20 in Asia-Pacific, bumping out Thai and Taiwanese institutions.

The Vietnam Business Summit (VBS) will be held within the framework of the APEC Economic Leaders’ Week in Da Nang early next month.

Chairman of the Vietnam Chamber of Commerce and Industry Vu Tien Loc told a room of reporters on October 9 when talking about business events during the APEC Economic Leaders’ Week scheduled from November 6-11.

Conferences will include the fourth APEC Business Advisory Council (ABAC) from November 4 to 6, the Vietnam Business Summit, the APEC Business Summit, and a dialogue between ABAC and APEC leaders.

VCCI chairman said the conference will discuss the future of APEC’s economy and gather together leading enterprises from the bloc’s 21 economies.

Key issues on the agenda include the future of globalization, rural development, small and medium-sized enterprises starting business, and global value chains.

Mr. Loc added that VCCI has proposed holding the APEC Business Summit on November 7, with the theme “Vietnam – Trusted Business Partner”, introducing innovation for sustainable development in Vietnam and the country as a friendly investment destination.

Within the framework of the conference will be symposiums on sustainable and smart agriculture, finance for development, health and education, and startups.

It will be held in conjunction with a trade promotion and investment conference involving Vietnam’s 63 cities and provinces. Mr. Loc affirmed that after the APEC Summit, a major international trade and investment promotion conference will be held annually in Vietnam.

As part of APEC 2017 events, VCCI also proposed hosting the APEC Start-up Forum and gained a positive response from APEC members. Initiatives to set up an APEC startup network of Vietnam were highly regarded by APEC members.

ABAC Chairman Hoang Van Dung said it had submitted recommendations to the APEC 2017 Summit on enhancing the development of trade liberalization, increasing the attractiveness of investment in the Asia-Pacific region, strengthening connectivity, prioritizing the development of digital infrastructure, creating connections between people, and further strengthening public-private partnerships to mobilize capital and experience in the private sector.

In terms of sustainable development, ABAC promotes innovative enterprise models, facilities small business’s access to finance, and encourages entrepreneurship.

“ABAC highly appreciates APEC Vietnam 2017 and hopes to have many initiatives to create the most favorable business environment for the regional business community towards sustainable development,” Mr. Dung said.

Donald Trump to visit Vietnam for APEC Summit

Advertisements

GBS – US President Donald Trump will visit Vietnam in November to attend the APEC Summit as part of a regional tour, the White House has confirmed, amid growing uncertainty over Washington’s commitment to Southeast Asia.

This will be the first time Mr. Trump has traveled to Asia since taking office. He will also attend the ASEAN meeting in the Philippines and stop in Japan, South Korea, and China during the November 3 to 14 trip.

The President’s Asia tour demonstrates “his continued commitment to the alliances and partnerships of the US in the region,” the White House said in a statement on September 29.

The confirmation came after Mr. Trump appeared non-committal about his planned visits to Vietnam and the Philippines two weeks ago.

The six-day APEC Summit will open on November 6 in the central city of Da Nang, with other world leaders including China’s Xi Jinping and Russia’s Vladimir Putin expected to attend.

Plans for Mr. Trump’s trip to also entail an official State-level visit to Vietnam are under discussion. Deputy Minister of Foreign Affairs Bui Thanh Son told VET that Mr. Trump’s schedule is tight and both sides are still discussing the matter.

Vietnam is Southeast Asia’s largest exporter to the US. After becoming President, Mr. Trump withdrew the US from the TPP – a mammoth US-led trade deal whose 12 members make up nearly 40 per cent of global GDP – dismantling the signature policy of his predecessor Barack Obama, who visited Vietnam in May 2016.

Prime Minister Nguyen Xuan Phuc paid an official visit to the White House in May, beginning a series of Washington visits by Southeast Asian leaders.

Why Vietnam: Progress on special zones law to ease investment

Advertisements

The Department for Economic Zones Management of the Ministry of Planning and Investment is in the process of completing the draft Law on Special Administrative-Economic Units, with adjustments being made in terms of local operations, organization, administration and foreign investment policies. Tran Huy Dong, Director General of the DEZM, said the draft law is an important legal framework for the establishment, development, management and operation of three special administrative units: Van Don in Quang Ninh Province, Northern Van Phong in Khanh Hoa Province and Phu Quoc in Kien Giang Province.

Its policies will focus on building a particularly favourable business environment by greater opening of the market in the special zones and regulating investment conditions in attractive industries, especially for foreign investors.

The draft law also proposes regulations to renovate and simplify investment at a provincial level in accordance with policies set by the Prime Minister, particularly when granting investment registration certificates for public-private partnership and offshore investment projects.

Access to land for domestic and foreign investors is also improved in the proposed draft. Accordingly, investment projects with significant innovation, mostly in the fields of research and development, health care, education, and projects of strategic importance would be granted a 99-year land lease.

In addition, the State budget will focus on targeted objectives for these special units in the next 10 years, allowing for local budget deficits in favour of important technical, social and environmental infrastructures, and implementing specific policies prescribed in the draft law.

Tax exemption

The Draft Law gives priority to incentive policies on tax exemption, with the highest level of incentives applied to creative start-ups, research and development, healthcare, education and investment projects.

The law also regulates tourism and services development policies, such as raising the level of duty free sales value for Vietnamese tourists and foreigners in non-tariff areas, implementing a simplified and expanded visa policy, and applying lower special consumption tax rates for casino businesses to compete with Singapore and Malaysia.

More specifically, there are differences in the level of competitiveness for each new administrative zone, which would affect their development pathways, said Dong.

According to Dong, Van Don, which is only a three to four hours flight away from China, should plan to gradually construct and improve its airport for better access to this market in terms of tourism and logistics.

Phu Quoc, with its 3,000 hectares of natural beauty, and the advantage of being easily accessible from other ASEAN countries, should attract investors in the tourism and services areas.

The Van Phong Special Zone, which can potentially house a number of deep sea ports, as it is just next to a junction of important international maritime routes in the East Sea, should focus on strategic development for maritime transportation through the Kra Canal.

Preferential investment incentives are only applied to industries with development priorities in each special zone. For example, in Vân Đồn, only tourism and high technological production projects will be given preferential treatment, and the same applies for mechanical engineering, telecommunication or electronics production projects in Vân Phong.

Personal accountability

The draft law includes changes in the administrative structure of these special administrative zones, placing personal rather than collective responsibility on local leadership for implementation of government policies.

Heads of special economic administrative units will perform the function of State management, deciding and organizing the implementation of all administrative and socio-economic activities in their respective units, while judicial administration will be managed by a district level special court with the competency and responsibility of a provincial level court.

Dông also mentioned other adjustments in these special economic units, such as the possibility applying foreign laws for any foreign business investing in Vietnam, which should help solve business-related issues that might arise in foreign courts.

Nevertheless, the DEZM considers the biggest obstacle in completing the draft law is whether it can meet investors’ needs. As such, the Ministry of Planning and Investment (MPI) believes it should follow the Politburo’s direction and the Prime Minister’s orientation to put emphasis on experimenting and adjusting policies in a continuous and flexible manner through each economic development period.

Hoang Ngoc Giao, director of the Institute for Policy, Law and Development Studies and Tran Dinh Thien, director of Vietnam Institute of Economic and Policy Research, said that domestic investment must be treated the same as foreign one to enable a competitive edge to Vietnam’s domestic economy.

The draft law is expected to be submitted by MPI to the 14th National Assembly for comments during its fourth session in October, with hopes of getting it approved by the fifth session in October 2018.

Nissan unveils new electric car in bid to drive off competition

Advertisements

The new vehicle ‘strengthens’ the firm’s ‘leadership’ in the electric car sector.
Japanese giant Nissan Wednesday unveiled a new electric car with an extended range and semi-autonomous driving functions, as it seeks to battle off competitors in a sector it once pioneered.

The second-generation Nissan Leaf has a potential range of 400 kilometers (250 miles) between charges, compared with 250 kilometers for its previous version.

It also boasts semi-autonomous driving capabilities such as keeping the vehicle automatically in one lane on the motorway or parking without human intervention.

Hiroto Saikawa, president and chief executive officer of Nissan, said in a statement that the new vehicle “strengthens” the firm’s “leadership” in the electric car sector.

Nissan was an innovator in the sector seven years ago when it unveiled its first Leaf — which has sold 280,000 units — but has since had to contend with fierce competition from General Motors and Tesla among others.

Faced with tighter global environmental regulations, most carmakers are investing heavily in the electric car sector, sparking a ferocious race to create the next green vehicle.

The new car will be available next month in Japan, followed by the United States, Canada and Japan in January 2018.

The price tag in Japan will be 3.15 million yen (around $29,000).

Trump ends DACA but gives Congress window to save it

Advertisements
Donald Trump

CNN – The Trump administration on Tuesday formally announced the end of DACA — a program that had protected nearly 800,000 young undocumented immigrants brought to the US as children from deportation.

The Department of Homeland Security will stop processing any new applications for the program as of Tuesday and rescinded the Obama administration policy, Deferred Action for Childhood Arrivals.
“I am here today to announce that the program known as DACA that was effectuated under the Obama administration is being rescinded,” Attorney General Jeff Sessions said Tuesday at the Justice Department.

In the five years since DACA was enacted, the nearly 800,000 individuals who have received the protections have started families, pursued careers and studied in schools and universities across the United States. The business and education communities at large have joined Democrats and many moderate Republicans in supporting the program, citing the contributions to society from the population and the sympathetic fact that many Dreamers have never known another home than the US.
In a statement after his agencies and attorney general announced the decision, President Donald Trump blamed former President Barack Obama for creating the program through executive authority and urged Congress to come up with a solution.

“It is now time for Congress to act!” he said.

Trump said that winding down the program would be more considerate than letting the courts end it but emphasized he stands by his “America First” agenda.
“As I’ve said before, we will resolve the DACA issue with heart and compassion — but through the lawful Democratic process — while at the same time ensuring that any immigration reform we adopt provides enduring benefits for the American citizens we were elected to serve,” Trump said. “We must also have heart and compassion for unemployed, struggling and forgotten Americans.”
Later, Trump told reporters he feels compassion for those affected, but “long term it’s going to be the right solution.”
“I have a great heart for these folks we’re talking about. A great love for them and people think in terms of children but they’re really young adults. I have a love for these people and hopefully now Congress will be able to help them and do it properly,” he said ahead of a meeting on tax reform.
The administration also announced a plan to continue renewing permits for anyone whose status expires in the next six months, giving Congress time to act before any currently protected individuals lose their ability to work, study and live without fear in the US.

The Trump administration pitched the move as the “least disruptive” option available after facing a threat from 10 conservative state attorneys general to challenge the program in court, according to senior administration officials briefing reporters on the move during a conference call conducted on condition of anonymity.

Sessions had determined that the program would not be likely to withstand that court challenge, he said.
“The Department of Justice cannot defend this overreach,” Sessions said. “There is nothing compassionate about the failure to enforce immigration laws. Enforcing the law saves lives, protects communities and taxpayers, and prevents human suffering. Failure to enforce the laws in the past has put our nation at risk of crime, violence and even terrorism. The compassionate thing is to end the lawlessness, (and) enforce our laws.”
But in an internal email sent to all DHS staff, acting Homeland Security Secretary Elaine Duke struck a softer tone than the official line, while still criticizing the previous administration.
“I am very aware of the consequences of this action, and I sympathize with the DACA recipients whose futures may now be less certain,” Duke said in the memo, obtained by CNN. “But I am also frustrated on their behalf. DACA was never more than parole — a bureaucratic delay — that never promised the rights of citizenship or legal status in this country. And for that reason, DACA was fundamentally a lie that left recipients in two-year cycles of uncertainty.”
DHS spokesman David Lapan confirmed the authenticity of the memo that CNN obtained.

Congress faces deadline

The move sets a clock for Congress to act to preserve the program’s protections before the DACA recipients begin losing their status March 5, 2018.
In a statement, House Speaker Paul Ryan reiterated his aspiration that Congress will reach a solution in time.
“It is my hope that the House and Senate, with the president’s leadership, will be able to find consensus on a permanent legislative solution that includes ensuring that those who have done nothing wrong can still contribute as a valued part of this great country,” Ryan said.
Senate Majority Leader Mitch McConnell praised Trump’s move
“President Obama wrongly believed he had the authority to re-write our immigration law. Today’s action by President Trump corrects that fundamental mistake,” McConnell said in a statement. “This Congress will continue working on securing our border and ensuring a lawful system of immigration that works.”
No one’s DACA status will be revoked before it expires, administration officials said, and any applications already received by Tuesday will be processed.
Anyone who’s status expires by March 5 has one month to apply for a new two-year permit, and those applications will be processed.
If Congress were not to act, and DACA begins to expire, nearly 300,000 people could begin to lose their status in 2018, and more than 320,000 would lose their status from January to August 2019. More than 200,000 recipients have their DACA expiring in the window that DHS will allow renewal.
Deportations?

Speaking with reporters on a conference call on condition of anonymity, DHS did not rule out that anyone with expired DACA would then be subject to deportation. Immigration and Customs Enforcement said it will continue to prioritize for enforcement people with criminal records, people who re-enter the US illegally and those with final orders of removal.
But officials said there will be no formal guidance that former DACA recipients are not eligible for deportation, and ICE officers in the field who encounter them will be making a case-by-case judgment as to whether to arrest that individual and process them for deportation.
The administration insisted its approach was designed to offer some security to DACA recipients, emphasizing that if it had allowed the courts to decide the issue, then would have been risking an immediate and abrupt end to DACA at the hands of a judge.

But it also was made clear that once DACA begins to expire, if Congress doesn’t act, then people formerly protected “would be like any other person who’s in the country illegally,” according to a senior DHS official.

All of the information provided to the government by DACA applicants will remain in the DHS system. US Citizenship and Immigration Services, which administers the program, will give that information to ICE if requested if “there’s a significant law enforcement or national security interest,” an official said.
While they won’t be specifically targeted, DHS said, they could be arrested and deported if they are encountered by ICE officers. And their information, which they provided extensively for their DACA applications, will continue to reside in DHS systems and could be accessed if officers feel it’s necessary in the course of an investigation.
DHS said it had on plans to issue formal guidelines on how former DACA recipients — or their information — will be treated beyond the current operating procedures of DHS.
“To be clear, what ICE is doing now is what Congress intended, we’re actually enforcing the law the way it is written,” said a senior ICE official. “(This is t)he first President who’s asked us to enforce the law the way it is written and not asked us to have some executive interpretation of the law.”
The officials placed the onus on Congress to make any changes to the system.

Obama speaks out

The former president issued a rare statement criticizing the move by his successor to rescind one of his signature programs, calling it “basic decency.”
He also pushed back on the administration’s claims that its hands were tied legally.
“Let’s be clear: The action taken today isn’t required legally,” Obama said. “It’s a political decision, and a moral question. Whatever concerns or complaints Americans may have about immigration in general, we shouldn’t threaten the future of this group of young people who are here through no fault of their own, who pose no threat, who are not taking away anything from the rest of us.”
Obama then extolled the virtues of DACA recipients while implicitly rebutting the administration’s arguments for ending the program.
“They are that pitcher on our kid’s softball team, that first responder who helps out his community after a disaster, that cadet in ROTC who wants nothing more than to wear the uniform of the country that gave him a chance,” Obama said. “Kicking them out won’t lower the unemployment rate, or lighten anyone’s taxes, or raise anybody’s wages … Ultimately, this is about basic decency.”

Sale of Commonwealth Bank Australia’s Ho Chi Minh Branch to Vietnam International Bank

Advertisements

Australian-based bank, , Commonwealth Bank Group (CBA), has announced the sale of its Ho Chi Minh City branch to Vietnam International Bank (VIB), one of Vietnam’s leading bank for commercial joint stock. CBA commenced its banking activities in Vietnam back in 2008. Two years later, the bank established a strategic partnership with VIB where CBA acquired a proportion of 20% in VIB’s stake. General Manager of CBA Vietnam, Steve Ellis mentioned that this decision signifies CBA’s commitment to the Vietnamese market by strengthening the partnership with VIB and that it also demonstrates CBA’s confidence in VIB’s ability to continue providing high-quality customer service.

The approval of this sale was given by the State Bank of Vietnam and while the value of the transaction was not disclosed, the banks expect the sale process to be completed in the third quarter of this year. CBA will be contacting its customers to ensure a smooth transition of their banking relationship to VIB. Additionally, CBA’s representative office in Hanoi would be retained to serve as a liaison with the corporations, financial institutions, and government agencies in Vietnam.

“With the purchase of CBA’s Ho Chi Minh City branch which catered to the needs of about 20,000 customers, VIB will be able to tap on the increased customer base to grow its core retail banking business.”

According to RFi Group data, VIB currently has a market penetration of 5% in Vietnam’s Retail Banking Sector (Vietnam Retail Banking Council, H1 2017) and with the purchase of CBA’s Ho Chi Minh City branch which catered to the needs of about 20,000 customers, VIB will be able to tap on the increased customer base to grow its core retail banking business.

It will provide a new direction, momentum and substance to our bilateral cooperation,” Prime Minister Narendra Modi said after talks with his Vietnamese counterpart Nguyen Xuan Phuc here. He said the two sides recognised the need to cooperate in responding to emerging regional challenges.

Vietnam had earlier Strategic Partnership only with Russia and China.

Modi, who arrived here on Friday on his maiden visit to the country, described his talks with Vietnamese counterpart as “extensive and very productive” and said they covered the full range of bilateral and multilateral cooperation.

“I am also happy to announce a new Defence Line of Credit for Vietnam of USD 500 million for facilitating deeper defence cooperation,” he said.

“Our common efforts will also contribute to stability, security and prosperity in this region,” he said.

The two countries signed 12 agreements in a wide range of areas covering IT, space, double taxation and sharing white shipping information.

An agreement on construction of offshore patrol boats was also signed by the two sides, signalling a step to give concrete shape to defence engagement between the two nations.

“The range of agreements signed just a while ago point to the diversity and depth of our cooperation,” Modi said, adding the agreement on construction of offshore patrol boats is one of the steps to give concrete shape to bilateral defence ties.

He said as the two important countries in this region, India and Vietnam feel it necessary to further their ties on regional and international issues of common concern.

Modi also announced a grant of $5 million for the establishment of a Software Park in the Telecommunications University in Nha Trang.

“We agreed to tap into the growing economic opportunities in the region,” said Modi, the first Indian premier to visit the country in 15 years.

Noting that enhancing bilateral commercial engagement is the strategic objective of the two nations, he said, “For this, new trade and business opportunities will be tapped to achieve the trade target of $15 billion by 2020.”

Besides seeking facilitation of ongoing Indian projects and investments in Vietnam, Prime Minister Modi said he has invited Vietnamese companies to take advantage of the various schemes and flagship programmes of the Indian government.

“As Vietnam seeks to empower and enrich its people, Modernise its agriculture; Encourage entrepreneurship and innovation; Strengthen its Science and Technology base; Create new institutional capacities for faster economic development; and Take steps to build a modern nation, India and its 1.25 billion people stand ready to be Vietnam’s partner and a friend in this journey,” Modi told his Vietnamese counterpart.

Speaking about the framework agreement on Space Cooperation, he said it would allow Vietnam to join hands with Indian Space Research Organisation to meet its national development objectives.

Hoping for an early establishment and opening of the Indian Cultural Centre in Hanoi, he said, “The Archaeological Survey of India could soon start the conservation and estoration work of the Cham monuments at My Son in Vietnam.”

He also thanked Vietnam’s leadership in facilitating inscription of Nalanda Mahavihara as a Unesco World Heritage site earlier this year.

Noting that Asean is important to India in terms of historical links, geographical proximity, cultural ties and the strategic space that the two sides share, he said, “It is central to our ‘Act East’ policy. Under Vietnam’s leadership as Asean Coordinator for India, we will work towards a strengthened India-Asean partnership across all areas.”

Modi also expressed the need to “stay focussed to keep up the momentum” in bilateral ties and invited the Vietnamese leadership to India.
