The DEX previously said traders lost a significant amount of ADA due to a “misunderstanding” about how the platform operates, but confirmed it would refund losses at the time.
MuesliSwap, a Cardano-based decentralized exchange (DEX), would soon open its claims window to refund high slippage losses said to have been incurred over a 12-month period, the team told CoinDesk in an X message on Thursday.
Concerns around the refunds resurfaced last week as some members, such as @beaumont_dvd, said they were waiting for the self-claim refund site to open more than three months after MuesliSwap’s initial statements.
However, refunds for losses have been available and processed via opening a support ticket on the forum platform Discord MuesliSwap told @beaumont_dvd in a message viewed by CoinDesk. These would be processed by providing personal wallet details directly to the platform.
In contrast, the self-claim site would allow anyone to automatically connect to the Cardano network and receive the purported amount of Cardano’s ADA tokens said to be lost in the form of high fees.
The DEX is among the most-used platforms on the Cardano blockchain. It locks over $13 million in various tokens as of Thursday, data shows.
Scores of users in August reported they had been paying high fees in the form of slippage over a 12-month period, prompting an online backlash at the time.
MuesliSwap developers said then that the users lost money due to a “misunderstanding” about how slippage on the platform worked.
Market makers — or trading participants who fill buy and sell orders — were able to “fill the limit order and choose whether to return the additional slippage amount or retain the difference at their discretion, the team said at the time.
In trading, slippage refers to a market participant receiving a different trade execution price than intended due to factors such as available liquidity. On DEXs, users can manually set a slippage level they are comfortable with.
The United States said Tuesday it has added Vietnam to a “monitoring list” of foreign exchange policies, while removing Switzerland and South Korea from the group.
The U.S. Treasury Department, in its biannual report to Congress, has also emphasized the need for increased transparency from China, as reported by AFP. The report primarily focuses on countries with substantial trade surpluses and active involvement in foreign exchange markets to gain trade advantages.
Treasury Secretary Janet Yellen stated that during the report period, most foreign exchange interventions by U.S. trading partners involved selling dollars, which had the effect of bolstering their own currencies. Yellen further highlighted the global economic uncertainties stemming from events like Russia’s conflict with Ukraine, geopolitical tensions in the Middle East, persistent core inflation, and the potential challenges in China’s property sector.
The latest Treasury report has identified six economies on its “monitoring list” of significant trading partners, signifying the need for vigilant scrutiny of their currency practices and macroeconomic policies. These countries include China, Germany, Malaysia, Singapore, Taiwan, and Vietnam, all of which exceeded at least two of the following thresholds: a trade surplus with the U.S. exceeding $15 billion, a high global current account surplus exceeding 3% of GDP, and continued net foreign currency purchases exceeding 2% of GDP over a year.
Vietnam, in particular, was returned to the monitoring list after its global current account surplus surged to 4.7% of GDP during the monitoring period, according to Reuters. The State Bank of Vietnam clarified that the report did not categorize Vietnam as a currency manipulator. The U.S. Treasury acknowledged Vietnam’s efforts in addressing concerns and maintaining stability in its financial markets, currency, and macroeconomics, despite numerous challenges.

Central banks will have a limited role to play relative to the private sector in CBDC issuance, BIS general manager Agustín Carstens said.
Central bank digital currencies (CBDC) are key to innovating financial systems, and the private sector will play a major role in getting them to market, said Agustín Carstens, the head of the Bank for International Settlements.
“Whether in wholesale form – as a type of digital central bank reserve – or retail form – as a digital banknote – it is increasingly clear, at least to me, that these new forms of money will sit at the core of the future financial system,” Carstens said in a speech at a conference on CBDCs in Basel, Switzerland on Wednesday.
Under the group’s recommendation, central banks around the world are exploring issuing digital versions of sovereign currencies. But monetary authorities will have only a limited role to play in the issuance of CBDCs compared with the private sector, according to Carstens.
“Most customer-facing services will remain in the private sector’s remit,” Carstens said. “Cyber resilience among these institutions will also be crucial to maintaining trust in the system as a whole … And this activity does not need to be done by individual organizations in isolation – we can share knowledge. In fact, collaboration between the private and public sectors is key to manage existing and emerging cyber threats,” he said.
Carstens pointed to security challenges in operating CBDC systems but said that, in order to succeed, “it will be crucial not to ignore other design objectives,” such as maintaining an appropriate level of privacy, especially in retail CBDCs.
“Central banks know that they have a responsibility not only to keep pace with the digital age, but to lead innovation to ensure that it serves the public good,” Carstens said.
He recently called on countries to set up relevant legislation to support CBDC issuance.
The platform, planned for 2024, complements its new offering for tokenized gold as well as one for issuing digital assets.
HSBC, one of the world’s largest banks, said it plans to start a digital-assets custody service for institutional clients focusing on tokenized securities in conjunction with Swiss crypto safekeeping specialist Metaco.
Once live in 2024, the custody service will complement HSBC Orion, the London-based bank’s platform for issuing digital assets, as well as a recently introduced offering for tokenized physical gold, HSBC said in a statement. Together, the platforms will form a complete digital-asset offering for institutional clients, the bank said.
Banks and financial institutions are bringing a range of real world assets (RWA) onto blockchains, both private ledgers and public networks like Ethereum, in a process known as tokenization. Last month, regulators in Singapore, Japan, the U.K. and Switzerland said they will test tokenization for fixed income, foreign exchange and asset management products.
HSBC pointed out its custody plans for now involve “tokenized securities issued on third-party platforms, e.g., private and/ or public blockchain compatible tokenized bonds or tokenized structured products (not for custody of cryptocurrencies or stablecoins).”
In September, CoinDesk reported HSBC was working with Fireblocks, another custody technology firm. A person familiar with the matter said HSBC’s work with Fireblocks involved the bank’s innovation team.
The new custody service for digital assets “will complement HSBC Orion, our platform for issuing digital assets, as well as our recent launch of tokenized physical gold,” John O’Neill, HSBC’s global head of digital assets strategy, markets and securities services, said in the statement. “These services underscore HSBC’s commitment to the overall development of digital asset markets.”

The People’s Committee of District 1 has recently sent a letter to the Ho Chi Minh City People’s Committee outlining the plan for organizing and managing the side streets intersecting with Nguyen Hue Street and the proposal to allow food businesses on the sidewalks of Nguyen Hue Street, as reported by TTXVN.
Specifically, the District 1 People’s Committee has suggested that the city approve a pilot program allowing hotels, restaurants, and food establishments along Nguyen Hue Street to serve food and beverages on the sidewalk. This program is set to start on December 15th and aims to cater to the local residents and tourists during New Year’s Day in 2024.
In the plan for developing the nighttime economy in District 1, Nguyen Hue Street is envisioned as an artistic avenue, and there will be a fee for businesses operating on the sidewalks.
The section of Nguyen Hue Street from the intersection of Nguyen Hue and Le Loi to Ton Duc Thang has 28 hotels and food establishments currently in operation. In the plan for managing and utilizing the central area being developed by the city, Nguyen Hue Street is divided into different zones for various activities.
In this scheme, the area around the Ho Chi Minh Statue Park will host cultural and political activities that are in harmony with and situated behind the statue. The area between the Ho Chi Minh Statue Park and the adjacent Ton Duc Thang Street will be used for festivals, sports, and artistic performances. The People’s Committee of Ha Giang province has recently issued Decision No. 2131/QD-UBND approving the plan for collecting entrance fees for the Dong Van Karst Plateau UNESCO Global Geopark. This is a step in the legal framework development process and will serve as the basis for the Provincial People’s Council to review and make decisions.

According to the plan, Ha Giang will collect the fee once for overnight stays at accommodation service establishments in four districts: Đong Van, Yen Minh, Meo Vac, and Quan Ba. The fee does not include entrance fees at certain attractions within the Dong Van Karst Plateau, such as Lung Khuy cave (in Quan Ba district), Architectural and artistic relics of the King’s Dynasty, the historical site and scenic landmark Lung Cu flagpole (Dong Van district).
The fee for each adult staying overnight is 30,000 Vietnamese Dong per person per night, while children are charged 15,000 Vietnamese Dong. It is estimated that in 2024, the number of visitors to the Dong Van Karst Plateau Geopark may reach nearly 1.8 million, generating an estimated revenue of around 48 billion Vietnamese Dong. A portion of this revenue will be allocated to the fee collection management unit and accommodation service establishments in the four districts within the Dong Van Karst Plateau, while the remaining part will be contributed to the budget for conservation, reinvestment in infrastructure, and enhancing the quality of the tourist experience.

Dong Van Karst Plateau Global Geopark was established in September 2009 and officially recognized as a member of the UNESCO Global Geoparks Network in October 2010. It has successfully passed three reevaluation cycles as a member.

The new flight route is expected to boost the number of South Korean tourists visiting the highland city of Vietnam.
South Korean airline Jeju Air announced will launch a new route on the Seoul – Da Lat flight route starting from December 20 with a schedule of 7 flights per week.
With the introduction of this new Da Lat route, Jeju Air now operates 7 South Korea – Vietnam flight routes across a total of 6 cities, including Incheon (Seoul) – Da Nang, Nha Trang, Phu Quoc, Hanoi, Ho Chi Minh City, and Busan – Da Nang.

The Seoul – Da Lat flight departs daily at 22:20 and arrives at Da Lat Airport at 01:30 (local time) the next day. Conversely, the flight departs from Da Lat at 02:30 on the same day and arrives at Seoul’s international airport at 09:30.
A representative from Jeju Air stated, “As the airline with the most South Korea – Vietnam flight routes among South Korean airlines, we can now offer more convenient and diverse options for travelers considering a trip to Vietnam.”
