Celsius Creditors to Vote on Bankruptcy-Escape Plan After Judicial Approval

Bankrupt crypto lender Celsius is to hold a vote on its plan to sell assets to the Fahrenheit consortium, after a judge on Thursday approved disclosures that suggested creditors can expect to recover 67%-85% of holdings.

Approval marks a final stepping stone on Celsius’ year-long march out of bankruptcy and the return of funds to customers, in a period which has seen widespread disruption in crypto markets and the arrest of former Chief Executive Officer Alex Mashinsky on fraud charges, which he has denied.

Chris Ferraro, now in charge of the company as interim CEO, said in an emailed statement that “we remain laser focused on creating the best outcome for customers and creditors and returning value as soon as possible,” under a Chapter 11 procedure that started in July 2022 and is being supervised by New York Bankruptcy Judge Martin Glenn.

Creditors will be sent ballots to vote on the plan, involving the sale of assets to a consortium including Arrington Capital and miner U.S. Bitcoin Corp, between Aug. 24 and Sept. 22. Returns for creditors – which will largely be done in bitcoin (BTC) and ether (ETH) – could range from 67% for Earn Account holders to 85.6% for those participating in Celsius’ Borrow Program, compared to just 47% for a liquidation of assets, court filings said.

Other crypto bankruptcy plans have seen creditors vote massively for restructuring plans. In the case of crypto lender Voyager, some 97% of creditors opted in favor of a sale to Binance.US – albeit the buyer then abruptly pulled out following legal delays.

In July, Mashinsky was arrested on charges of securities fraud, commodities fraud, wire fraud and conspiracy to manipulate the price of Celsius’ token CEL brought by multiple government agencies. The company itself was not prosecuted as it accepted responsibility and cooperated, and has said a $4.7 billion fine imposed by the Federal Trade Commission won’t affect plans to return funds to customers.

HCMC expects to generate 1.5 trillion VND per year from temporary road and sidewalk usage

The People’s Committee of Ho Chi Minh City believes that it could potentially generate over 1.5 trillion VND per year for the city’s budget by collecting fees for temporary use of road and sidewalk space.

On August 15th, People’s Committee of Ho Chi Minh City submitted a proposal to the Standing Committee of the Ho Chi Minh City People’s Council requesting the development of a resolution to establish fees for the temporary usage of road lanes and sidewalks within the city’s jurisdiction. The proposed proposal’s content is expected to be presented to the Standing Committee of the Ho Chi Minh City People’s Council during its upcoming session.

If approved, Ho Chi Minh City could collect more than 1,500 billion VND per year for its budget. The responsibility for fee collection would be assigned to the Department of Transportation and the People’s Committee of Thu Duc and the districts, as per the decision on the transfer of road infrastructure assets.

According to the plan, the fee levels would be calculated based on the average land prices in each area. There are five areas along road routes, districts, and central city areas where temporary road and sidewalk usage fees would be applied.

The projected fees for using road lanes and sidewalks for business purposes are set at 20,000 – 100,000 VND per square meter per month, and for parking purposes, the fees range from 50,000 – 350,000 VND per square meter per month, depending on the location of the road routes.

According to the proposal, cases requiring payment for temporary road usage include: organizing cultural activities and parking spots for cultural event-related car parking; locations for the transfer of urban waste by environmental sanitation companies; setting up parking spots for motorcycles, mopeds, and bicycles that charge for parking services.

Cases necessitating fees for using sidewalks include: organizing cultural activities (sports events, parades, festivals) and parking spots for cultural event-related car parking; utilizing sidewalks for business activities, buying, and selling goods (in accordance with the list issued by the district-level People’s Committee); establishing structures and facilities for public transportation (with user fees), installing temporary structures on sidewalks, median strips, traffic islands; setting up materials transfer points and construction waste for project implementation; arranging parking and guarding spots with parking service charges.

In the proposal submitted to the Standing Committee of the Ho Chi Minh City People’s Council, People’s Committee of Ho Chi Minh City also outlined certain cases eligible for temporary road and sidewalk usage fee exemptions, such as: organizing cultural activities, promoting the policies and plans of the People’s Committee of Ho Chi Minh City; establishing parking spots for car parking during cultural and political events; setting up structures and facilities for public transportation; installing temporary political propaganda structures, transportation-related structures on sidewalks, median strips, traffic islands…

Ho Chi Minh City plans to launch fireworks and release hot air balloons on September 2

Information about Ho Chi Minh City having fireworks on the occasion of September 2 was laid out by reporters at a press conference on the economy and society on the afternoon of August 17.

In response to this, Chief of Office of the Department of Culture and Sports Lam Ngo Hoang Anh stated that on the occasion of National Day, September 2, Ho Chi Minh City would hold a photo exhibition, as well as offer incense and flowers to President Ho Chi Minh and President Ton Duc Thang.

In addition, on the evening of September 2, the city will arrange a street art lighting program and a special art program to commemorate National Day on Nguyen Hue pedestrian street (District 1).

According to Mr. Hoang Anh, the Ho Chi Minh City Command has provided written advice to the City People’s Committee on a proposal to stage a fireworks show on September 2nd and is presently awaiting official clearance.

On September 2, from 9 p.m. to 9:15 p.m., Ho Chi Minh City is planning to launch fireworks at two locations: high altitude at the Saigon River tunnel and low altitude at Dam Sen cultural park.

The Department of Culture and Sports also urged the City People’s Committee to permit the launching of hot air balloons to commemorate this important event.

The event is scheduled for September 2 and 3 on Nguyen Thien Thanh Street in Thu Duc City. Mr. Hoang Anh stated that he will notify the news agency as soon as the City People’s Committee gives formal clearance.

Da Nang temporarily suspends operation of tourist area where a child drowned

The authorities have requested the temporary suspension of operations at Thoi Nay Tourist Area (Da Nang) following a drowning incident that resulted in the death of a child.

On August 16th, the People’s Committee of Hoa Hiep Bac Ward (Lien Chieu District, Da Nang City) stated that a notification had been issued requesting the owner of Thoi Nay Tourist Area to halt operations due to inadequate safety measures, as a drowning incident occurred.

According to the details, on the morning of August 13th, a child named T.L (born in 2017, a U.S. citizen) and a group of 10 family members arrived at Thoi Nay Tourist Area (Suoi Luong Street, Hoa Hiep Bac Ward) for sightseeing.

The group of visitors rented stalls and arranged for meals, while child L. and several other children wore life jackets and went to swim in the stream. During the swimming session, child L. came ashore for lunch and removed the life jacket.

By 2:00 PM on the same day, the family noticed signs of drowning in child L., with a bluish appearance and weak breathing, so they brought the child to the shore for first aid.

Subsequently, the business owner and the family took child L. for emergency medical treatment. However, upon reaching the ambulance, the doctor determined that the victim had passed away.

Currently, the police are continuing to investigate the incident.

Threads daily users down 80%

After more than a month since its launch, the number of daily users and the time spent accessing Threads continue to decline significantly.

According to Similarweb’s statistics, the daily user count of Threads – Meta’s new social network – once reached 49 million accounts. However, as of August 1st, Threads only retains slightly over 9.6 million daily users, marking an 80% reduction.

The engagement level on the platform has also dropped significantly compared to its initial period. During its peak phase, users spent an average of 14 minutes per day on Threads, but now it’s down to only 2.3 minutes. User interaction time on Threads in the United States is higher than the average, standing at 20 minutes and 3 minutes, respectively.

Previously, Mark Zuckerberg, the CEO of Meta, noted that Threads had tens of millions of users returning daily, a number he personally anticipated. Zuckerberg also shared that Threads is currently focusing on enhancing fundamental features before embarking on promotional activities and user community development.

Threads holds the record for the fastest growth in application history, amassing 100 million sign-ups in just 5 days. It remains one of the most downloaded apps on both Android and iOS platforms. Nonetheless, the app still lacks standout features like topic search and direct messaging that are prominent on Twitter.

Recently, Threads has enabled users to share posts to X. Specifically, when users press the “Share” button on a Threads post, the option list includes the feature “Post to X” or “Tweet” (currently existing as parallel options with varying labels for each user account), accompanied by the X logo. Upon selection, users are redirected to X and can add a caption before posting.

Experts assess this move as a Meta trial to attract new users to Threads.

Strict action against cafe owners allowing customers to enter “train track coffee street” in Hanoi

The People’s Committee of Hoan Kiem District (Hanoi) has issued a document requesting enhanced measures to address violations in business activities in the “railway coffee street” area in Hanoi.

On August 15th, Mr. Trinh Hoang Tung, Vice Chairman of the People’s Committee of Hoan Kiem District (Hanoi), informed VietNamNet newspaper that the district had issued a document requesting strengthened actions against violations in business activities within the safety corridor of the railway transportation on the district’s territory.

As reported by VietNamNet, in recent times, there have been recurring instances of violations in business activities within the safety corridor of the railway transportation in Hoan Kiem District, particularly in the Trần Phú and Phùng Hưng railway sections. On August 15th itself, Hoan Kiem District issued a document requesting strengthened actions against violations in business activities within the safety corridor of the railway transportation on the district’s territory.

Hoan Kiem District requested the neighborhoods of Hang Bong, Cua Nam, Cua Dong, Hang Ma, and Dong Xuan to conduct awareness campaigns and encourage households residing in the railway safety corridor to strictly adhere to Railway Law, ensuring the security and safety of the railway safety corridor. Simultaneously, they are to organize checkpoint forces to enforce the suspension of all businesses violating regulations in accordance with the law and to intensify inspections and strict actions against violations of business activities within the defined railway safety corridor, allowing tourists to dine, film, and photographs within this area.

6,000 tourism stimulus meetings set to take place in Ho Chi Minh City

At the 2023 Ho Chi Minh City International Tourism Fair, hundreds of international travel agencies are expected to participate. It is estimated that around 6,000 business meetings aimed at fostering connections within the tourism industry will take place.

On the afternoon of August 15th, the Ho Chi Minh City Department of Tourism held a press conference about the 17th edition of the Ho Chi Minh City International Tourism Fair in 2023 (ITE HCMC 2023).

This event serves as a significant platform for promoting the image of the country, Vietnamese people, and Ho Chi Minh City to both domestic and international tourists. Additionally, it provides an opportunity for travel and tourism businesses to establish better supply-demand relationships within the industry.

According to the organizers, this year’s event boasts double the exhibition space and number of booths compared to 2022. As of the present time, ITE HCMC 2023 has registered over 400 participants and brands, including more than 370 domestic entities and 30 international ones.

The organizers have also selected and invited over 150 international buyers from more than 31 countries and territories, such as the United States, Australia, New Zealand, China, South Korea, Taiwan (China), Singapore, Thailand, and Gulf countries (Kuwait, UAE, Qatar, Saudi Arabia) to attend. This trade fair thus offers a platform for international travel businesses to expand their market reach, bring tourists to Vietnam, and seek travel partners within Vietnam and the region. An estimated 6,000 B2B (business-to-business) trade meetings between buyers and exhibition participants are expected to take place.

ITE HCMC 2023 is executed under the guidance of the Ministry of Culture, Sports and Tourism and the Ho Chi Minh City People’s Committee. The event spans three days from September 7th to 9th, 2023, at the Saigon Exhibition and Convention Center (SECC) in District 7, Ho Chi Minh City.

During the press conference, Mr. Le Truong Hien Hoa, Deputy Director of the Ho Chi Minh City Department of Tourism, mentioned that adjustments to visa policies are creating favorable conditions for international tourists to visit Vietnam. However, these are just necessary conditions; additional solutions are required to make Vietnam’s tourism more appealing. ITE HCMC 2023 focuses on promotion and commercial development to connect with key tourism markets and expand into new ones.

He expressed, “It’s essential to build and refresh tourism products that cater to the needs of high-spending, long-stay guest markets. With significant and systematic investment, we hope that Vietnam’s tourism will soon become a leading economic sector. We aspire for Vietnam to be among the top 30 competitive tourism nations in the world.”

According to data from the Vietnam National Administration of Tourism, in July 2023, the country welcomed over 1.038 million international visitors, marking a 6.5% increase compared to June. This was also the first month of the year to welcome over 1 million international visitors. As of the first seven months of the year, the total number of international visitors to Vietnam reached nearly 6.6 million, equivalent to 83% of the 2023 target.

The sharp increase in international visitors during the off-peak season is seen as a positive sign for Vietnam’s tourism industry.

YouTube begins removing falsely claimed cancer cure videos

On August 15th, YouTube announced new policies aimed at combating misinformation related to healthcare on its platform, including inaccuracies in cancer treatment videos.

In its latest blog post, YouTube stated that it will simplify its current guidelines and categorize them into three sections: prevention, treatment, and denial. To achieve this, the platform will remove content that conflicts with guidance from healthcare professionals on topics such as Covid-19, reproductive health, cancer, harmful substances, and more.

YouTube’s goal is to ensure that in areas of scientific consensus that have been thoroughly researched, the company doesn’t serve as a platform for distributing harmful information to the public, even though specific medical guidance might evolve over time.

Previously, YouTube struggled with content moderation due to user-generated uploads. A former YouTube content moderator sued the company in 2020, alleging that many employees had less than a year of experience and were understaffed. This led to the platform rushing to remove policy-violating content.

YouTube will determine the suitability of its new healthcare policies by evaluating whether the content poses a high risk to public health or is likely to become a target for misinformation. The company cites the example of cancer, as people often seek advice from platforms like YouTube after being diagnosed. This implies that content that promotes unproven treatments or methods will be removed, such as videos suggesting using vitamin C as a substitute for radiation therapy.

However, content of public interest may still exist even if it violates the new policies. For instance, if a political candidate debates official healthcare guidance or a legal proceeding contains inaccurate information, YouTube won’t delete the content. Instead, the company will add context to the videos to provide viewers with a better understanding.

Prior to implementing the new healthcare policies, YouTube had already taken actions against vaccine misinformation, such as removing ads from videos promoting vaccine conspiracy theories, deleting videos with false information about the Covid-19 vaccine since October 2020, and banning vaccine misinformation by late 2021. The platform also combats seemingly harmful content, such as videos providing misleading abortion instructions or promoting unsafe abortion practices.

Amidst the decline in VinFast shares, billionaire Pham Nhat Vuong’s fortune has experienced a significant drop to $37.4 billion, causing Vingroup’s chairman to now secure the 33rd position on Forbes’ list of the wealthiest individuals.

This morning (August 17) according to Vietnam time, Forbes has changed the number of billionaire Pham Nhat Vuong’s assets, according to real-time data.

Specifically, instead of the determined net worth of up to 77.2 billion USD and ranked 16th in the world given last night according to Vietnamese time, Forbes adjusted the fortune of billionaire Pham Nhat Vuong down to $37.4 billion.

On August 16, after VinFast listed on Nasdaq, Forbes updated billionaire Pham Nhat Vuong’s assets at $77.2 billion, the 16th richest in the world.

The sudden increase in the value of Mr. Pham Nhat Vuong’s assets was  recognized by Forbes  after VinFast (a member of Vingroup) listed on the US Nasdaq exchange. On the first day of launch, VinFast’s VFS stock surged 68.45%, closing at 37.06 USD/share.

This figure is equivalent to the market capitalization of VinFast at the first closing price of 85.5 billion USD. However, Vingroup owns 51.36%, two private investment companies owned by Mr. Pham Nhat Vuong are Vietnam Investment Group Joint Stock Company (VIG) which owns 33.37% and Asian Star Trading & Investments Pte. Ltd owns nearly 15%.

VFS shares held by Mr. Vuong and internal shareholders are not allowed to be traded.

By this morning, according to Vietnam time, Forbes has updated the data according to which Mr. Vuong’s assets after the first trading session fell to 37.4 billion USD.

Closing the session on August 16, VinFast’s VFS stock price was at $30.11 per share, down 18.8% compared to the previous session.

With this decrease, the market capitalization of VinFast also decreased from 85 billion USD to 69.5 billion USD. The current value of VinFast is behind major car manufacturers such as BMW, Mercedes-Benz and Volkswagen after only 1 day of surpassing.

Along with that, Pham Nhat Vuong’s fortune also dropped to $37.4 billion, according to Forbes . With this fortune, Mr. Pham Nhat Vuong became the 33rd richest billionaire in the world.

Along with 33rd place, Mr. Vuong has a fortune equal to billionaire Ly Gia Thanh, a famous businessman from Hong Kong, with a fortune of 37.5 billion USD. Billionaire Vuong also surpassed technology giant Tencent Ma Hoa Teng and Uniqlo founder Tadashi Yanai.

Not only that, the Chairman of Vingroup also became the richest person in Southeast Asia and the 5th richest person in Asia.

Bitcoin’s 2023 Bullish Trendline in Focus as Traders Search for Directional Clues

A bullish trendline is a an upward-sloping diagonal line connecting two or more higher price lows.

Bitcoin’s (BTC) slow decline from the July peak near $32,000 has traders focusing on a trendline to indicate the cryptocurrency’s directions.

The leading cryptocurrency has rallied over 70% this year in a textbook bullish price action, comprising higher swing lows and higher swing highs.

The bullish trendline in consideration connects the early January low and the swing lows registered in March and June. As of writing, the trendline was located below $28,000, with bitcoin changing hands near $28,600.

The trendline violation would invalidate the bullish bias, according to Peter Brandt, CEO of Factor LLC.

“As a swing trader, I would respect the violation of the trendline. So, my positions would be either short or flat,” Brandt, who has been trading foreign exchange and commodity markets for over thirty years, tweeted Wednesday.

“Only if a bear trap is actually ‘sprung’ would I consider it a bullish development. I strongly prefer horizontal chart construction,” Brandt added.

A bear trap will be confirmed if prices quickly reverse a potential trendline breakdown, leaving sellers on the wrong side of the market. Failed breakdowns of key support levels are widely considered strong bullish signals.

Per Markus Thielen, head of research and strategy at crypto services provider Matrixport, potential invalidation of the trendline could yield deeper losses.

“Prices might fall back and re-test the $25,000 support level associated with the Blackrock Bitcoin ETF filing [if the rising trendline is violated]. Investors are well advised to keep their crypto exposure to a minimum and use options,” Thielen said in a note to clients on Thursday.

Bitcoin rose past the stiff resistance of $25,000 in March, flipping the said level into support, which was put to the test in the first half of June before Blackrock filed for a spot bitcoin exchange-traded fund.
