Vietnam’s Ho Chi Minh City Police Apprehend Three South Korean Men Linked to Prostitution Ring at District 1 Restaurant

On Monday, authorities in Ho Chi Minh City confirmed the arrest of three South Korean men, Kim Tea Hyung (48), Cha Jinyoung (46), and Lee Hyun Jun (25), on allegations of operating a prostitution ring within a restaurant situated in District 1.

The arrests came after a targeted operation at the Gallery restaurant, located on Bui Thi Xuan Street, which took place on the night of July 19. During the raid, law enforcement apprehended 52 women who were reportedly offering sexual services to customers.

Investigations revealed that Kim and Cha had established the restaurant last year and had employed approximately 80 women to provide sex services to foreign customers, charging fees ranging from VND3-4 million (approximately US$126-170).

With Lee holding the position of general manager, the establishment featured 30 karaoke rooms and exclusively catered to foreign patrons, mainly South Koreans. The police have stated that these karaoke rooms were not legally registered with the authorities.

In addition to the South Korean nationals, Kim had also hired around 20 Vietnamese individuals as managers, staff, and guards.

The modus operandi of the prostitution ring involved the prostitutes accompanying customers, often to hotels or rented apartments.

Following the police operation, Cha attempted to evade capture and was found hiding in Can Tho City. When approached by authorities, he claimed to be waiting for an opportunity to return to his home country.

According to law enforcement, the three South Korean men, along with their Vietnamese accomplices, reportedly profited around VND4 billion from the illicit activities of the prostitution ring.

It is important to note that in Vietnam, sex work has long been regarded as a social issue, and engaging in pimping is considered a criminal offense.

Surge in Foreign Tourists Planning Extended Holidays in Vietnam After Visa Rule Changes

Following the government’s decision to extend the validity of visas to 90 days and allow multiple entry, a considerable number of foreign tourists are now planning extended holidays in Vietnam, local media reported.

Among them is Oliver, a German resident, and his wife, who are excited to spend a long winter holiday in Vietnam this year.

Their plan involves applying for three-month visas in November, allowing them to explore Vietnam just as they did before the Covid pandemic. They intend to begin their journey by booking a spacious apartment in Nha Trang, where they have many close Vietnamese friends. From there, they will embark on trips to various places, including Hanoi, Ha Tinh, Vinh, Da Nang, and Hoi An, as they also have good friends residing in these cities.

Once their visas expire, they have a short detour to Singapore planned before returning to Vietnam with new visas. Their goal is to extend their stay in Vietnam for approximately four months until the cold winter in Germany has passed.

Oliver’s holiday plans are representative of numerous foreigners who have been drawn to Vietnam since the National Assembly tripled the validity of tourist visas to 90 days, along with offering visa-free periods of 45 days for nationals of certain countries, effective from August 15.

Another individual, Petr Weisenbilder from Poland, expressed his intention to return to Vietnam in September or October for an extended stay, specifically in Mui Ne on the central coast known for its beach adventure activities. He, like many others, has eagerly awaited Vietnam’s three-month visa policy.

Online booking platform Agoda’s data analysis indicates a significant surge in accommodation searches in Western countries for long vacations in Vietnam since the visa rules were relaxed. This increase has been particularly pronounced among long-haul travelers from North America, the EU, and Australia-New Zealand, who usually face stricter visa restrictions and endure lengthier and costlier return flights, making them more inclined to opt for extended vacations compared to those within a shorter flight radius.

The French witnessed the most significant rise in accommodation searches with 72%, followed by visitors from the Netherlands (45%), New Zealand (41%), Germany (40%), and the U.S. (38%).

Recently, the European Chamber of Commerce in Vietnam urged the government to consider waiving visas for the remaining 20 countries within the 27-member EU. At present, only nationals of Germany, France, Italy, Spain, Denmark, Sweden, and Finland can enter Vietnam without a visa.

According to local media, with the surge in interest from foreign tourists, Vietnam welcomed 5.5 million visitors in the first half of the year, achieving 69% of this year’s target of eight million tourists.

Aircraft Makes Emergency Return to Airport After Engine Cowl Detaches

Azimuth Airlines, a Russian carrier, experienced an incident involving one of its Sukhoi SuperJet 100 aircraft during a recent flight to Yerevan.

The flight proceeded as scheduled from Mineralnye Vody Airport (MRV) in Stavropol, Russia, bound for Zvartnots International Airport in Yerevan, Armenia. However, shortly after take-off, the left engine cowl of the SSJ100 began to disintegrate, causing alarm among passengers as they could visibly see exposed engine parts during the flight. The detached cowling was later found near the airport premises.

Despite the mid-flight scare, the aircraft managed to land safely at its destination in Yerevan, and fortunately, there were no reported injuries. The engine cowls are crucial for providing aerodynamics and some protection for the two PowerJet SaM146 engines on the aircraft. The original Sukhoi SSJ100s were equipped with turbofans manufactured through a joint venture between France’s Snecma and Russia’s NPO Saturn.

The incident raises concerns about the airworthiness of partially Western-built SSJ100s, especially considering the strict sanctions imposed due to Russia’s invasion of Ukraine. Efforts have been made to replace the Western parts with an all-Russian SSJ-New aircraft, but in the meantime, used engines are being utilized on the existing SSJ100s that are awaiting powerplants.

The ongoing war and sanctions have significantly impacted aviation in the region, with Russia and the West shutting their airspace to each other’s airlines. This has led to longer travel times and the elimination of numerous flight routes. Russia’s access to modern aircraft has been severely restricted, prompting a reliance on older and domestically produced designs like the Superjet SSJ100. However, the lack of access to Western technology has caused delays in projects like the MC-21-300.

Western carriers have also been affected, as the absence of the Siberian corridor forces longer flight times from Europe and North America to Asia, resulting in increased fuel consumption and extended routes. Booking umbrellas and chairs on Nha Trang beach according to time slots

Nha Trang authorities (Khanh Hoa province) allow businesses to rent beach space to serve tourists, but the placement of beach umbrellas and chairs must follow specified hours to prioritize the community.

On July 24th, the leadership of the Public Service Management Board in Nha Trang stated that several businesses have been allowed to set up umbrellas and chairs on the beach from Tran Phu Street to Pham Van Dong Street to serve tourists. This is part of the “arrangement plan for umbrella and chair placement on Nha Trang beaches,” which was approved by the Khanh Hoa Provincial People’s Committee in late 2018 and delegated to the Nha Trang City People’s Committee and other management units.

According to the regulations, businesses are allowed to provide umbrella and chair services on the beach from 8 a.m. to 4 p.m. daily. After this timeframe, the umbrellas and chairs must be removed to return the space and beach area for the use of local residents and both domestic and international tourists. Businesses must comply with these regulations, setting up the approved number of umbrellas and chairs and adhere to the specified guidelines.

Regarding this matter, some local residents believe that allowing businesses to set up chairs and umbrellas has already created opportunities to attract tourists. Nevertheless, extending the operating hours for these services on the beach is not reasonable as the beach also requires space for the community.

The placement of chairs, umbrellas on the beach of Nha Trang city must be in accordance with regulations.

The leadership of the Nha Trang City People’s Committee also informed that they have not received any official requests from businesses thus far. If there are any such requests from businesses, the Nha Trang City People’s Committee will carefully consider the opinions of relevant state management agencies regarding the proposal. Additionally, the city will assess the specific reasons for extending the time for setting up umbrellas and chairs on Nha Trang beaches, whether it serves the purpose of providing suitable products for tourists and local residents or not.

Samsung and Sony to integrate VTVGo app on Smart TVs

Two major TV manufacturers, Samsung and Sony, have both stated that they will support the proposal to integrate the VTVGo application on TVs produced and distributed in Vietnam.

The Ministry of Information and Communications has recently put forward a proposal regarding the installation of the national digital television platform VTVGo on smart TVs that are manufactured, imported, and distributed in Vietnam.

In response to questions from PV VietNamNet regarding this proposal, Ms. Nguyen Huyen My, the Marketing Director of Samsung Vietnam, said that Samsung shares the same viewpoint with the Ministry of Information and Communications in supporting the Vietnamese digital television platform.

The Ministry of Information and Communications is asking companies to integrate VTVGo into TV products manufactured, imported and circulated in Vietnam.

According to Ms. My, the VTVGo application has been available on the app store of Samsung TVs for quite some time. Prior to VTVGo, many domestic content developers had contacted Samsung to discuss collaboration, including VieON, FPT Play, TV360 of Viettel, and My VNPT of VNPT.

“The products of these businesses have all been available on the Samsung TV app store. Additionally, some Vietnamese digital platforms have even been featured on the main screen of the TV,” shared the Marketing Director of Samsung Vietnam.

Regarding the Ministry of Information and Communications’ proposal to pre-install the VTVGo application and display it prominently, along with creating a shortcut button on the TV remote, the Marketing Director of Samsung Vietnam stated that Samsung Vietnam will have discussions to coordinate with its global office and the Ministry to agree on the approach and implementation plan.

In a conversation with PV VietNamNet, Ms. Nguyen Thuy Anh Thu, Head of the TV and Audio Product Strategy Department at Sony Electronics Vietnam, said that Sony is willing to accompany the Ministry of Information and Communications in implementing the National Digital Transition program.

“After a few working sessions, Sony has a clear understanding of the Ministry of Information and Communications’ direction. By integrating the VTVGo shortcut button on Sony TVs, our users will also have easy access to the official information source of the State,” said Ms. Thu.

According to the representative of Sony Electronics Vietnam, the company has collaborated with VTV for many years. Although there is no physical VTVGo button on the TV remote, the platform is already available on the app store. VTVGo has also been listed among the top recommended apps on Sony TVs.

Currently, the majority of Vietnamese users watch National Television programs through traditional methods such as cable TV and IPTV. However, the Head of the TV and Audio Product Strategy Department at Sony believes that as a global corporation, Sony’s product development goes through multiple steps, and it is not always feasible to immediately implement changes without a specific roadmap.

“Sony is working with the parent corporation to be able to align with the Ministry of Information and Communications’ direction. Sony also needs support from the Ministry to have official legal documents and specific guidance in order to implement this proposal,” shared Ms. Thu.

Khanh Hoa returns advance money to investors in Cam Ranh

The People’s Committee of Khanh Hoa province will refund the money to businesses that have provided advance payments for investing in infrastructure in Cam Ranh because it did not comply with regulations.

During the 10th session, the People’s Council of Khanh Hoa province approved the revocation of two resolutions concerning capital mobilization for infrastructure investment in the North Cam Ranh Peninsula tourism area (Khanh Hoa).

The two resolutions, issued in 2008 and 2014, allowed the mobilization of capital through advance payments of land lease fees from investors in the North Cam Ranh Peninsula tourism area, based on voluntary contributions without interest.

Since 2008, Khanh Hoa province has issued two resolutions to mobilize capital through advance land lease payments from investors for the purpose of constructing infrastructure in the Cam Ranh Peninsula tourism area. The province had also planned to raise 1,000 billion VND with these two resolutions. Businesses were expected to recoup their temporary advance capital from the province by offsetting it against the land lease fees at the project, starting from 2019.

However, in November 2022, the Ministry of Finance issued a letter stating that “the province of Khanh Hoa’s advance land lease payments for infrastructure investment is not in compliance with the provisions of the State Budget Law 2015, the Law on Public Debt Management, and related guiding documents.” Therefore, the Ministry of Finance requested Khanh Hoa province to review and implement the current regulations correctly.

After inspection and review, the People’s Committee of Khanh Hoa province presented and the People’s Council of Khanh Hoa province approved the revocation of the resolutions on mobilizing capital from investors. Along with this, the local authorities have refunded the advance payments to many investors.

However, some businesses that had previously provided advance land lease payments to the province have not yet been refunded, totaling approximately 200 billion VND.

Khanh Hoa province plans to refund this amount in 2024 and 2025, with 100 billion VND each year.

Netflix tests blocking account sharing in Vietnam

Users can still press the “Skip” button when Netflix requests shared account verification; however, this may not last long.

Netflix, the popular global online streaming platform, has tightened its policy on sharing shared accounts among family members in some countries worldwide. By the end of July, users in Vietnam reported receiving notifications requiring verification of “living at the same address as the account holder” when accessing the app.

Accordingly, when users log in to Netflix, the system displays a notification requesting verification of the profile living at the same address as the main account holder, stating “Netflix accounts are for people living in the same location.” The check for shared internet connection with the registered subscriber is automatically determined.

Netflix tightens subscription account sharing

If not living at the same address, users can verify through a code sent to the email of the account holder (the person who registered the Netflix subscription). This means that if users know who initially purchased the subscription, it will not be difficult to request verification information. Meanwhile, groups of customers who purchased a shared package from an unknown seller on the internet will encounter more difficulties and risks.

Currently, when the system displays the notification, users can still choose to “Skip” to continue using Netflix as usual. Netflix has not completely blocked account sharing in Vietnam, but after the testing process ends, the platform’s policy will not allow other profiles with different internet addresses from the subscriber to access and watch movies.

On the support page in Vietnamese, Netflix also added provisions regarding shared usage of subscription accounts (with monthly/annual fees). Specifically, a Netflix account can be shared among people living in the same household, and those outside this group need to register separate accounts to use the service.

The new regulations are currently being implemented first on smart TVs because they are fixed devices with a single internet connection, making them easier to manage. In the future, the platform may tighten restrictions on other mobile devices such as phones, tablets, and personal laptops to force users to register new subscriptions.

In markets where account-sharing management has been applied, Netflix requires users to pay an additional fee for each shared profile with non-household members or to register a new account. The company also introduced a cheaper subscription plan with advertisements. In Vietnam, users can watch Netflix with a free account on Android with certain limitations (e.g., no access to the highest resolution, no exclusive films, etc.).

Currently, the monthly subscription price for Netflix in Vietnam is 108,000 VND (reduced from 180,000 VND at the beginning of 2023). However, the majority of Vietnamese users opt for the shared account plan priced at 260,000 VND/month, which allows four additional profiles, dividing the cost among them to save expenses.

Ministry of Health provides information on drugs disguised as functional foods

According to the Food Safety Department (Ministry of Health), recently, there has been information appearing on the market about some drugs disguised as functional food products under the brand names ‘Lazarus Naturals Full Spectrum CBD tincture’ and ‘Lazarus Naturals relief + recovery CBD muscle gel’.

These products are promoted as having benefits for skin beauty and cancer treatment, but they contain the synthetic drug Delta-9-tetrahydrocannabinol (abbreviated as THC).

After consulting the data at the Food Safety Department, up to the present time, no organization or individual has submitted applications for the registration of the mentioned products. The department advises consumers that if they have any information about these two products, they should promptly report it to the relevant authorities for proper legal handling.

According to the HIV/AIDS Prevention and Control Department (Ministry of Health), THC is the main active ingredient in marijuana, found in the leaves and flowers of the cannabis plant. This substance stimulates the brain to release a chemical called dopamine, which brings feelings of euphoria, relaxation, and pleasure to the user. When inhaled or vaped, THC can enter the bloodstream quickly, producing euphoric effects within seconds or minutes. The THC level usually reaches its peak in about 30 minutes and takes 1 to 3 hours to wear off. If ingested orally, it takes even longer for the user to fully regain sobriety.

Elon Musk Rebrands Twitter to X, Spurring Scores of Wannabe Tokens

Several tokens branded ‘X’ popped up on decentralized exchanges (DEX) overnight as Elon Musk-owned Twitter started dumping its iconic blue bird logo for an X symbol.

Musk first tweeted about the forthcoming change over the weekend. Twitter CEO Linda Yaccarino confirmed the rebranding on Sunday.

“X is the future state of unlimited interactivity – centered in audio, video, messaging, payments/banking – creating a global marketplace for ideas, goods, services, and opportunities,” Yaccarino said. “Powered by AI, X will connect us all in ways we’re just beginning to imagine.”

In April 2023, when Musk merged Twitter into X Corp., he also registered X.AI Corp. as an artificial intelligence startup. The Twitter chief then established xAI, his own AI company to “understand the universe.”

Scores of X tokens have now appeared on multiple blockchain networks. These included new tokens claiming to have a proper roadmap for the coming months as well as tokens that are seemingly pump-and-dump schemes. One of them jumped as much as 1,200% over the 24 hours even though its project shuttered in May, suggesting low-cap traders were buying just about anything branded X in an effort to eke out a tiny profit.

Newer tokens were issued by opportunistic developers over the weekend following Musk’s tweets. One – called “AI-X” and with a logo identical to Musk’s space technology company SpaceX – jumped 10-fold. Another, named “Deus X” after a Musk tweet, spiked 2,600%.

Professional traders told CoinDesk that such euphoria exists because major tokens such as bitcoin (BTC) and ether (ETH) are enduring periods of low volatility, forcing some market participants to punt on meme coins and low caps.

“Meme coins are huge parts of the crypto trading landscape, whether we like it or not,” James Wo, founder at crypto fund DFG, told CoinDesk at the heights of one such meme obsession. “While the biggest currencies like bitcoin and ether have very low volatility, it’s only natural that traders will look for opportunities elsewhere.”

“Meme trading is a risky way to try to seek excessive return, but when it pans out, the upside can be very huge. So even in a bear market, some of the meme coins will have large up-swing, even if it’s just short term,” he said.

Creative art space from rags in Hanoi

Students in Hanoi city have launched the project 4V – For “Vải” For Vietnam in order to create community awareness about green lifestyle and waste reduction. Collecting rags from private tailors across the city and creating artworks, the young people opened an exhibition about Hanoi called “Lớp lớp Hà Nội” (Layers of Hanoi).

Different layers of Hanoi may be viewed via creative art paintings, ranging from architectural, historical, and cultural layers to emotional and human layers, contributing to the capital’s richness and diversity.

Through the numerous experiments of writers and new materials, visitors to “Layers of Hanoi” may experience multiple layers of distinct viewpoints on a city with a vast history of thousands of years of civilization.

More than 200 rag paintings will be auctioned off to raise funding for tree planting in Bac Quang district, Ha Giang province. Not only did the young people’s effort provide an exciting artistic experience, but it also promoted the message of recycling and protecting the environment.

The “Layers of Hanoi” exhibition takes place from July 22 to 25, at the Fine Arts Gallery (16 Ngo Quyen, Hanoi). The exhibition is the result of the 4V Vietnam project, organized by a group of students from universities in Hanoi, with the desire to raise public awareness about a green lifestyle without waste, through recycling 100 kg of rags and leftover fabrics from small private tailors in Hanoi.

 

The 4V Vietnam project has excellently won first place at the “ASEAN Social Impact Program” 2023, organized by Fulbright University Vietnam, through the sponsorship of the US Agency for International Development.

Worldcoin’s Newly-Launched WLD Token Spikes Over 20% on Major Crypto Exchanges

The highly anticipated project co-founded by OpenAI’s Sam Altman launched its token on Monday.

Crypto exchanges Binance, Huobi, Bybit and OKX have listed Worldcoin’s WLD token, which went live on Monday.

At the time of writing, WLD token was up over 20% at $2, according to data from Coingecko. Worldcoin is the much hyped crypto project of ChatGPT co-founder Sam Altman.

Huobi and Bybit have already listed the token and both deposits and trading are available. Bybit will make withdrawals available on Tuesday at 10 a.m. UTC, as will OKX. Huobi users can trade spot WLD/USDT, whereas Bybit has also made WLD/USDC available.

Binance will list Worldcoin “and tentatively set to open trading for these spot trading pairs” for WLD and bitcoin (BTC) as well as USDT at 9am UTC on Monday, according to a blogpost. Binance will allow withdrawals starting Tuesday at 9 a.m. UTC.

OKX enabled deposits at 7 a.m. UTC on Monday and will list WLD/USDT “Once token deposit meets requirements,” it said in a press release.

Many places in Vietnam have extremely high UV indexes

According to the National Center for Hydro-Meteorological Forecasting, from 10:00 a.m. to 1:00 p.m. on July 24, the UV index of some cities is at a very high risk of harm such as Ha Long City (Quang Ninh) at 9.3; Hai Phong city at 9.6; Capital Hanoi at 9.4; Hue city (Thua Thien-Hue) at 9.6; Da Nang city at 9.7 and Hoi An city (Quang Nam) at 9.6; Nha Trang city (Khanh Hoa) at 8; Ho Chi Minh City at 8.5; Can Tho city at 8.8; Ca Mau city (Ca Mau) at 9.7.

The ultraviolet (UV) index in most regions in Vietnam is expected to remain at a very high risk of damage, reaching 10 in several locations, from July 25-27.

  • On July 25, Hai Phong, Da Nang, Can Tho, and Ca Mau are all at 10;
  • On July 26, Ha Long (Quang Ninh), Hai Phong, Hanoi, Hoi An (Quang Nam), Can Tho, and Ca Mau are all at 10.

The UV index scale is regulated: 2.5-5.4 is medium, 5.5-7.4 is high, and 7.5-10.4 is very high. UV radiation at very high levels can cause skin burns after 25 minutes of continuous direct exposure. An index of 10.5 or more is extremely high and exceedingly harmful, posing a risk of skin damage and eye burns if exposed to the sun for 15 minutes without protection.

To avoid the harmful effects of UV light and heat shock, people should avoid being outside around midday and do regular rehydration. Workers who work in the sun must be outfitted with sun protection equipment such as workwear, caps, hats, and glasses; apply sunscreen and drink plenty of water.
