The Hanoi Department of Education and Training (DOET) has issued an official directive calling for a thorough investigation and strict handling of a shocking case in which a 10th-grade student was beaten, humiliated, and forced to kneel and lick a motorcycle license plate.

According to the department’s statement, the incident involved a student from Minh Phu High School in Soc Son District, Hanoi, who was attacked by a group of local teenagers. The disturbing video of the assault has circulated widely on social media, sparking widespread outrage among the public.

The Hanoi DOET has requested Soc Son Commune People’s Committee, Kim Anh Commune People’s Committee, Minh Phu High School, and the Soc Son Vocational and Continuing Education Center to coordinate in verifying and addressing the case.

“Schools must strengthen education on ethics, behavior, legal awareness, and respect for others,” the directive stated, emphasizing the need to prevent similar incidents of school violence.

The Incident

A viral video shows a male student surrounded by several young men who verbally abused and slapped him, forcing him to kneel, apologize, and refer to them as ‘father.’ One of the attackers then ordered the boy to lick the motorcycle license plate. When he hesitated, the assailant kicked him in the face, forcing him to comply.

Initial reports identified the victim as N.Đ.H., a 10th-grade student at Minh Phu High School. The attack occurred on October 15 in a deserted area of the Duoc Ha resettlement zone, Soc Son District.

Authorities said the six individuals involved were aged 15 to 18, all residents of Soc Son. Two of them are students at the Soc Son Vocational Education Center, while the others are unemployed youth.

Investigation and Support

After learning of the incident, Minh Phu High School immediately reported it to Soc Son Police, which has since launched an investigation. The school’s leadership, homeroom teacher, and parent representatives have visited the victim’s family to offer support.

The student has since returned to school and is receiving psychological counseling from the school’s support team to help him recover emotionally.

Public Outrage

The case has fueled intense public anger online. Many commenters called for criminal charges of “humiliation” and “public disorder.”

“This is not just bullying — it’s a criminal act. The perpetrators should be prosecuted to set an example,” one reader wrote.

Others expressed concern that the new disciplinary framework issued by the Ministry of Education — which limits the harshest punishment for students to writing self-reflection reports — may weaken deterrence and fail to curb violent behavior in schools.

Authorities have pledged to continue the investigation and ensure justice for the victim.

Vietnam ranks 80th globally in terms of “openness,” indicating moderate international mobility.

“Global mobility does not happen by chance — it’s the result of proactive diplomacy and strategic visa agreements,” said Christian H. Kaelin, Chairman of Henley & Partners. “Countries that actively negotiate reciprocal visa waivers will continue to rise in the rankings.”

Experts note that a country’s visa policies often depend on diplomatic relations, economic stability, and illegal immigration risks. Nations with higher rates of citizens overstaying or working illegally abroad may face tighter restrictions.

The Henley Passport Index is among the world’s most recognized measures of travel freedom. It is updated quarterly and reflects real-time visa regulations affecting citizens of 199 countries and territories.

A recent case involving the kidnapping and torture of a South Korean student in Cambodia has sparked widespread fear among South Korean travelers, prompting Seoul to issue a travel ban on several areas in the country.

On October 15, the South Korean government announced travel restrictions to Bokor Mountain (Kampot Province), Bavet, and Poipet, citing rising concerns over scams and abductions targeting Korean nationals.

“Korean citizens visiting or staying in these areas may face penalties under the Passport Act and related regulations. Those with travel plans are advised to cancel their trips,” Cambodia’s Ministry of Foreign Affairs said, according to CNA.

Growing Anxiety Among Korean Travelers

Seo, a 34-year-old from Seoul’s Mok-dong district, had planned a five-day trip to Cambodia in November to visit Angkor Wat. But after reading continuous reports about Korean nationals being kidnapped or killed, she decided to cancel.

“I asked if I could get a refund, but the answer was no,” Seo told Chosun Ilbo. “If people from our country are repeatedly kidnapped there, shouldn’t the government classify Cambodia as a restricted destination so travelers can cancel for safety reasons?”

The fear intensified after reports that Park Min-ho (22), a university student from Yecheon, North Gyeongsang Province, was detained and tortured to death near a suspected criminal compound in Cambodia earlier this year.

According to lawmaker Na Kyung-won, the number of reported kidnappings of Korean citizens in Cambodia rose dramatically—from 10–20 cases annually in 2022–2023 to 220 in 2024, and 330 cases as of August 2025. Reports of job scams and forced detentions increased almost fifteenfold year-over-year.

On Korean travel forums, the term “Fear of Cambodia” (캄보디아 공포증) is trending, with users warning others:

“Cambodia is terrifying. Are other countries safe?”
“Tips to avoid getting kidnapped.”
“Never travel to Cambodia.”

Cambodian Tourism Sector Pushes Back

In response, Cambodian tourism officials criticized what they called misrepresentation of the situation, urging Seoul to distinguish between criminal fraud networks and legitimate tourism.

“Most victims came seeking illegal jobs, not as regular tourists,” said Seam Sokkheng, head of the Korean Tour Guide Association in Cambodia, in an interview with The Phnom Penh Post. “It’s unfortunate that the Korean government has not differentiated between organized crime and tourism.”

Sokkheng added that his recent Korean tour group felt “completely safe” during their visit. “We regret the misunderstanding,” he said, calling on Seoul to improve public education on online scams and fake job offers that lure people into danger.

Tensions Rise as Seoul Sends Task Force

Amid growing alarm, South Korea elevated its travel advisory for Phnom Penh to Level 2.5 — Special Travel Warning, and dispatched a task force to Cambodia to address concerns about fake employment rings and scam compounds.

Seoul estimates that about 1,000 South Koreans may currently be involved in online scam operations in Cambodia. Cambodian authorities say they are intensifying crackdowns on cybercrime networks, which reportedly employ around 200,000 workers from multiple countries targeting victims worldwide.

“It’s believed that hundreds of thousands are part of Cambodia’s scam industry, affecting victims across Asia, including Korea,” said National Security Advisor Wi Sung-lac.

Police in Da Nang have arrested one suspect and are searching for another after two men allegedly impersonated police officers, stopped a young woman’s motorbike in the middle of the night, and later sexually assaulted her.

The Da Nang Criminal Police Department confirmed on October 19 that officers had detained Nguyen Van Than (27, from Thanh Khe District, Da Nang) under an emergency arrest order. Than is being investigated for rape under Article 141, Clause 4 of Vietnam’s Penal Code.

Posing as Police to Lure Victim

According to investigators, at around 4 a.m. on September 23, the victim, identified as D.N. (18, from Quang Tri Province), was riding her motorbike along 2/9 Street in Hoa Cuong Ward when she was stopped by Than and his accomplice Tran Minh Luong, who were riding a white Suzuki Satria.

Luong allegedly pretended to be a police officer and demanded to “check her papers.” Taking advantage of the victim’s fear, Than then coerced her to join them for drinks at a restaurant on 30/4 Street, claiming it was a way to “avoid trouble.”

Investigators said the men forced the victim to drink alcohol until she became intoxicated. Than then allegedly drove her to a hotel on Nui Thanh Street, where he committed the assault.

Police Launch Urgent Manhunt

The incident came to light when Da Nang’s Task Force 911, during routine patrols, uncovered reports of men impersonating officers and assaulting a woman in late September. Detectives quickly gathered evidence and accepted the victim’s criminal complaint.

Police have arrested Than and are continuing to pursue Tran Minh Luong, urging him to turn himself in. Authorities are also calling on his family to cooperate and hand over any evidence or related items.

The case has drawn significant public concern in Da Nang, with officials emphasizing that impersonating law enforcement and committing acts of violence will be prosecuted to the fullest extent of the law.

Authorities in Ha Tinh Province are investigating a suspected child abuse case after an 11-year-old girl was hospitalized with multiple injuries believed to have been caused by her stepfather.

On October 19, Mr. Nguyen Van Tuan, Chairman of Co Dam Commune People’s Committee (Nghi Xuan District, Ha Tinh), confirmed that the local government and police are verifying information related to a fifth-grade student admitted to the hospital with signs of severe physical abuse.

“We have assigned commune police to investigate and have already questioned the man accused of beating the child,” Mr. Tuan said. “The girl is currently being treated at a hospital in Nghe An Province, and our local officials have visited to offer support.”

Disturbing Images Shared Online

The girl, identified as H.T.N.L (11), is a student at Co Dam Primary School. Her stepfather, Nguyen Van N., residing in Phu Hoa Hamlet, is the main suspect in the case. According to local sources, L.’s mother — originally from another province — was away visiting family when the alleged abuse occurred.

Photos and videos posted on social media showed the child lying in a hospital bed with visible injuries on her back, legs, and arms. Her head was also bandaged due to a deep cut, believed to have resulted from repeated beatings.

In the circulating video clip, the young girl could be heard saying that she had been physically assaulted multiple times, with the most recent incident taking place on October 18.

Police Investigation Underway

The shocking footage has sparked public outrage, prompting local authorities to take swift action. Police have detained the stepfather for questioning while gathering medical records and witness statements.

Officials have assured that the case will be investigated thoroughly, and any verified acts of abuse will be prosecuted according to Vietnamese law.

Police in Da Nang have arrested a 34-year-old woman who allegedly led a group of teenage followers in a violent machete attack that left a 14-year-old girl seriously injured, following a personal dispute.

The Da Nang City Police Department announced on October 20 that it had issued arrest and prosecution orders for four suspects involved in the assault, which took place earlier this month.

‘Big Sister’ and Teenage Accomplices Arrested

The main suspect, Pham Thi Ngoc Trang (34, from Quang Tri Province), is accused of orchestrating the attack with three accomplices:

• Le Hoang Phong (18, from Quang Ngai Province)

• Pham Tien Dung (17, from Hoa Khanh Ward, Da Nang)

• Bui Duc Huy (19, from Lien Chieu District, Da Nang)

All four have been detained for investigation on charges of “intentional infliction of injury.”

Attack Sparked by Feud with 14-Year-Old Girl

According to the police investigation, Trang had ongoing personal conflicts with a group led by N.H.B.T, a 14-year-old girl. On October 8, Trang allegedly gathered her “crew” to confront the younger group, instructing them to retaliate if any fighting occurred.

One of the suspects, Phong, reportedly brought a 60-centimeter knife as a weapon. The group then stormed a rented room on Trung Lap 17 Street, Hai Van Ward, where N.H.B.T and her friends were staying, and launched a violent assault. Several victims were injured, including one who sustained serious slash wounds.

After the attack, the suspects fled the scene and disposed of the weapon along Pham Nhu Xuong Street.

Swift Police Action

Recognizing the serious nature of the incident, which posed a clear threat to public safety, Da Nang police quickly tracked down and arrested all involved individuals.

The city’s Criminal Investigation Office has since opened a wider probe to determine each suspect’s role and ensure strict legal accountability under Vietnamese law.

A shocking report from South Korean media has sparked public outrage after a man who escaped from a scam compound in Cambodia said he was turned away by the South Korean Embassy in Phnom Penh because it was “outside working hours.”

As authorities in both South Korea and Cambodia ramp up cooperation to crack down on online scam networks targeting Korean nationals, the case has reignited debate over the embassy’s handling of emergency situations.

A Desperate Escape from Sihanoukville

According to a report by KBS on October 19, the incident took place in April, when a man identified only as Mr. A fled a scam operation in Sihanoukville — a coastal city notorious for cyber fraud and human trafficking.

After a long and dangerous journey, Mr. A finally reached the South Korean Embassy in Phnom Penh at around 6 a.m., seeking urgent protection. However, an embassy staff member allegedly refused him entry, stating that “the embassy opens at 8 a.m.”

When he pleaded to at least stay temporarily in the parking area, the request was also denied. Mr. A said he had no choice but to wait two more hours outside the building, terrified of being recaptured.

“I was exhausted and terrified after escaping from Sihanoukville. Even in front of my own embassy, I was scared I’d be taken again,” Mr. A told KBS.

A Night of Fear and Survival

Before his escape, Mr. A reportedly tried to contact the embassy for help but could not send his location or photos.

“Sending any image was impossible because all communication with the outside world was blocked,” he said.

According to The Asia Business Daily, Mr. A escaped through a back door at night, walking for hours before catching a ride to Phnom Penh. “I thought I might die that night,” he said, adding that he hid in roadside bushes multiple times and even posted SOS messages online to call for help.

Similar Cases Raise Alarm

KBS also cited a similar incident in June 2024, when another Korean national who escaped a scam ring was made to wait outside the embassy before being allowed entry.

In response, the South Korean Ministry of Foreign Affairs said the previous delay was caused by local security guards, not embassy staff. The ministry acknowledged ongoing challenges, including a shortage of security personnel at the Cambodian mission.

Between January and August 2025, the ministry received over 330 reports of possible kidnappings or illegal detentions of South Korean nationals in Cambodia.

Hundreds of Koreans Still Trapped in Scam Gangs

In a related development, 64 South Korean citizens detained in Cambodia on suspicion of involvement in online scams were repatriated on October 18, according to Yonhap News. Most will reportedly face investigation as criminal suspects upon returning home.

The growing number of cases highlights the human toll of Southeast Asia’s cyber scam industry, where thousands of foreign workers—many deceived by fake job offers—are forced to participate in criminal networks operating from cities like Sihanoukville.

Shen Yun Performance is expelled from Italy: A Necessary Reflection

When the lights rise on a stage and the music begins, the audience expects to be transported into a world of beauty and art.

For years, Shen Yun has promised exactly that to Italian audiences, offering a performance said to celebrate “5,000 years of Chinese civilization.”

However, behind the colorful curtain and the flawless dance movements, a crack has recently opened—one that calls for a deeper reflection, not only on art itself, but also on the transparency and accountability that should accompany it.

An Italian Affair Behind the Curtain

At the heart of this matter lies a very Italian story—an administrative proceeding that, far from the spotlight, has questioned the legitimacy of the national promoter of the show.

The association “Il Ponte – ODV – Custodire 5000 anni di storia, cultura e tradizioni cinesi”, which for years represented Shen Yun in Italy, has been officially removed from the National Single Register of the Third Sector (RUNTS).

The process leading to this decision was meticulous.
The association’s registration in the RUNTS was initially automatic, made possible by the reforms of the Third Sector.
However, such automatic registration required compliance with a series of legal obligations designed to ensure transparency and proper management of non-profit organizations.

According to Decree No. 19322 of the Tuscany Region, issued on September 9, 2025, Il Ponte – ODV never fulfilled these obligations.
Despite a formal notice sent on July 30, 2025, the association failed to submit the required documents: the updated list of its governing bodies, a revised statute compliant with the new regulations, the founding act, and most importantly, its financial statements for the years 2021 to 2024.

From Negligence to Cancellation

This prolonged non-compliance led to an inevitable result: deletion.
This is not a mere formality, it is a substantive measure that strips the organization of its status as a “Voluntary Organization” (ODV) and exposes it to sanctions should it continue using that title.

It’s a decision that raises serious questions about the conduct of those who, for years, promoted an event of such economic and institutional magnitude across Italy’s most prestigious theaters, from the Teatro Regio in Turin to the Rome Opera House, often with the sponsorship of public institutions like the Lombardy Region.

The Business Behind the Stage

These revelations, combined with the Italian administrative issue, prompt us to consider the vast economic dimension of Shen Yun.
With ticket prices in Italy reaching €143 and theaters averaging 1,600 seats, each sold-out evening can generate approximately €150,000 in revenue.

This multi-million-euro enterprise raises legitimate concerns about the influence of financial interests on the cultural decisions of our institutions.

A Call for Reflection

Perhaps, rather than pointing fingers, it’s time for us—as citizens and as lovers of culture—to ask ourselves some questions.
Do we expect the symbolic venues of our national art, whether publicly owned or institutionally sponsored, to perform due diligence on their commercial partners?
And we, as audience members—what role do we play?

The story of Shen Yun and its Italian promoter is not a call for a boycott.
It’s a call for awareness.
An invitation to demand transparency, to engage in dialogue with the cultural institutions we support with our tickets and our taxes.

It’s a reminder that a great performance is not made only of lights, costumes, and applause—it must also be built on ethics, respect for the law, and humanity.
True culture, at its highest level, cannot and must not exist apart from these values.
