Flooding Cuts Off Hundreds of Homes in Northern Vietnam’s Mountainous Lang Son Province

Relentless downpours have triggered severe flooding across Lang Son Province in northern Vietnam, isolating hundreds of households and damaging vast swathes of farmland.

As of Monday, at least 11 villages in Huu Lung District, home to around 480 households, were completely cut off due to rapidly rising water levels from nearby rivers and streams, according to district chairwoman Duong Thi Hanh.

Since Saturday, the Trung and Thuong Rivers, along with several smaller tributaries, have continued to swell under sustained torrential rain. By early Monday morning, the Trung River hit Level 3 emergency thresholds, with rainfall recorded at over 2,000mm—a critical high in the region.

Despite more than 340 hectares of crops submerged and three people injured, no fatalities have been reported. Authorities have ramped up emergency measures, including 24/7 flood monitoring, field assessments, and real-time coordination via digital communication platforms.

In Bac Son District, floodwaters inundated residential zones and destroyed agricultural land. Emergency responders—including police, firefighters, and rescue teams—were dispatched with motorboats, trucks, and dozens of officers. Overnight evacuations helped rescue dozens of residents, including the elderly and children, from Nhat Tien Commune.

Efforts are also underway to deliver food and clean water to isolated communities and to assess areas at risk of landslides.

From Saturday to Sunday, several communes such as Tan Tri, Quyet Thang, and Nhat Tien recorded rainfall levels between 144mm and 209mm, according to the provincial disaster prevention committee. Over 110 homes have been damaged, alongside significant losses in maize, rice, and vegetable cultivation.

While the rains have eased slightly, Lang Son remains on high alert as weather conditions continue to pose risks in this mountainous frontier province bordering China.

Human Skeleton Found Inside Rooftop Water Tank in Southern Vietnam

Authorities in southern Vietnam have launched an investigation after a human skeleton was discovered inside a rooftop water tank at a private residence in Biên Hòa City, Đồng Nai Province.

On the evening of June 22, Đồng Nai Provincial Police, in coordination with officers from Long Bình Tân Ward, cordoned off the scene after receiving a report of the shocking discovery.

Shocking Discovery During Home Repairs

According to initial police reports, around 5:00 p.m. the same day, a local homeowner, Mr. L.H.C, had hired a repairman to carry out maintenance work on his house in Long Bình Tân Ward.

While climbing onto the corrugated metal roof, the repairman noticed an unusual sight inside a stainless steel water tank mounted on the rooftop. Upon closer inspection, he realized it contained what appeared to be human skeletal remains.

The worker immediately alerted the homeowner, who then contacted local authorities.

Water Tank Had Been Abandoned for Months

Mr. C. told investigators that the stainless steel water tank had not been in use for an extended period. His family had switched to a direct municipal water supply several months ago, leaving the rooftop tank unused and largely unattended.

Investigation Ongoing

Local police and forensic teams are working to determine the identity of the deceased and ascertain the cause and circumstances of death. The origin of the skeletal remains and how long they had been in the tank remain unknown.

Authorities have not ruled out any possibilities, including foul play.

Foreign-Made Goods Labeled as Vietnamese Detected in Lâm Đồng Province Crackdown

Authorities in Vietnam’s Lâm Đồng Province have uncovered a number of cases where foreign-manufactured goods were falsely labeled as “Made in Vietnam”, as part of a month-long crackdown on smuggling, counterfeit products, commercial fraud, and intellectual property violations.

The findings were released on June 22 in a report by Lâm Đồng’s 389 Steering Committee, summarizing the results of a high-intensity inspection campaign conducted between May 15 and June 15.

Focus on High-Risk Consumer Goods

Provincial agencies carried out coordinated inspections and enforcement operations, targeting products most vulnerable to counterfeiting, poor quality, or unclear origin. Key categories included: Frozen foods and dairy products, Prescription and traditional medicines, Nutritional supplements, Cosmetics and personal care items, Fuel and tobacco, Fertilizers and other essential goods with high market demand

Significant Spike in Violations and Fines

During the campaign, authorities inspected 173 cases and discovered 95 violations, a 137.5% increase compared to the previous month. Total fines issued exceeded VND 789 million (approximately USD 31,000), marking a 77.6% risemonth-over-month.

Officials also ordered the destruction of 1,850 kilograms of substandard or illegally distributed food products.

The provincial police alone handled 9 cases involving 11 individuals, including one criminal prosecution involving two defendants for selling illegally imported cigarettes.

Mislabeling Foreign Goods as “Made in Vietnam”

According to the report, one particularly concerning trend was the discovery of foreign-made products falsely labeled as Vietnamese-origin goods—a tactic used to evade detection by enforcement agencies and deceive consumers.

The illicit practice was primarily observed among footwear, clothing, cosmetics, fresh food, and motorcycle parts. Authorities note that many of these operations are small in scale, but the methods employed are increasingly sophisticated and difficult to detect.

Taiwanese National Sentenced to Prison in Vietnam for Using Fake Documents

On June 23, the Ho Chi Minh City People’s Court handed down an 11-month prison sentence to Chung Yu Teng, a 61-year-old Taiwanese national, for using forged documents, in violation of Article 341, Clause 1 of Vietnam’s Penal Code.

The court found that Chung’s actions had seriously violated the state’s administrative management system and disrupted public order. However, given that the defendant confessed truthfully and was a first-time offender, the court applied leniency during sentencing.

Forged Identity to Evade Foreign Arrest Warrant

According to the indictment, in 2011, while staying at a hotel in Ho Chi Minh City, Chung came into contact with an individual known only as “A Lâm.” He paid this person USD 5,000 to produce a fake Vietnamese national ID card.

After providing a passport photo, on May 4, 2011, Chung received a counterfeit ID card under the name “Chung Minh Thủy”, born in 1966, of Vietnamese nationality and Chinese ethnicity, with a listed address in Tan Binh District, HCMC.

Later that same day, Chung and A Lâm visited the Immigration Department of Ho Chi Minh City Police to apply for a passport using the fake ID. However, immigration officers noticed irregularities and detained Chung for questioning, while A Lâm fled the scene.

12-Year Manhunt Ends in 2024

During the initial investigation, authorities confirmed the ID card was a forgery, created using color inkjet printing techniques. As the investigation progressed, Chung was temporarily released under residential supervision, with Phạm Thị Bích Liên, a friend of Chung’s and wife of a company owner in Đồng Nai Province, acting as his guarantor.

Despite being placed under supervision, Chung fled the area, prompting Ho Chi Minh City Police to issue a warrant for his arrest on June 28, 2012.

After nearly 12 years on the run, Chung was finally apprehended on April 15, 2024 by Ho Chi Minh City authorities.

At the time of his arrest, Chung fully confessed to the charges, and his statement was consistent with the physical evidence, forensic analysis, and case records.

Authorities determined that the purpose of the fake documents was to conceal his true identity and evade an active arrest warrant issued by Taiwanese authorities. The forged ID was intended to legalize his stay in Vietnam and potentially allow him to exit to a third country, avoiding extradition or arrest.

Legal Consequences and Ongoing Investigation

Based on the evidence, the court found Chung Yu Teng guilty of using forged official documents and sentenced him to 11 months in prison.

The identity and whereabouts of “A Lâm”, the individual who created the fake ID, remain unknown. Authorities have confirmed that the investigation into this accomplice is ongoing and further legal action will be taken once they are identified.

Do Foreign Investors Need an Investment Registration Certificate (IRC) When Investing in Vietnam?

As Vietnam continues to emerge as a leading destination for foreign capital in Southeast Asia, many international investors are asking: Do I need an Investment Registration Certificate (IRC) to invest in Vietnam? If so, what are the procedures and legal requirements?

Let’s break down the legal framework based on Vietnam’s Law on Investment 2020 and related regulations to clarify when and how foreign investors must obtain an IRC.

What is an Investment Registration Certificate (IRC)?

According to Clause 11, Article 3 of the Law on Investment 2020, an IRC is a legal document (in physical or electronic form) that records the registration details of an investor regarding their investment project in Vietnam.

Who Needs an IRC in Vietnam?

Under Point a, Clause 1, Article 37 of the Law on Investment 2020, foreign investors are required to obtain an IRC for their investment projects in Vietnam. This also applies to economic organizations with foreign ownership as defined in Clause 1, Article 23 of the same law.

However, not all forms of investment require an IRC. The following cases do not require an IRC:

  • Investments made by domestic investors
  • Investments made by foreign-invested companies that already meet local ownership and control conditions (Clause 2, Article 23)
  • Foreign investors contributing capital, purchasing shares, or acquiring capital contributions in local companies

Therefore, if a foreign investor establishes a new company or project in Vietnam (outside of share acquisitions), they must apply for an IRC before proceeding.

IRC Application Procedures for Foreign Investors

According to Clause 4, Article 37 of the Law on Investment and Article 36 of Decree 31/2021/NĐ-CP, here’s how the process works for projects not subject to prior approval from the government:

1. Prepare and Submit the Application Dossier

Investors must submit 01 application dossier to the relevant Department of Planning and Investment (DPI) of the province or city where the project is located. The dossier must include the information specified in Article 33 of the Law on Investment 2020.

For projects spanning multiple provinces, investors should submit the application to the DPI of the province where the head office or project site is based.

2. In Case of Existing Projects

If the project has already begun operations, the application dossier must include a report on the implementation statusinstead of a new investment proposal.

3. Assessment and Issuance of IRC

The investment registration authority will issue the IRC within 15 working days from the date of receiving a valid dossier, provided the following conditions are met:

  • The project is not in a prohibited sector as defined in Article 6 of the Law on Investment 2020
  • The project location is valid (supported by land-use rights or lease agreement)
  • The project aligns with applicable national or local planning regulations
  • The investment meets minimum capital per land unit and employment requirements (if applicable)

The project complies with market access conditions for foreign investors, as outlined in Vietnam’s WTO commitments and domestic laws

Investment Implementation Principles

As per Article 42 of the Law on Investment 2020, investors must adhere to the following principles during project implementation:

  • For projects requiring prior approval, investors may only begin implementation after receiving approval
  • For projects requiring an IRC, the investor must obtain the certificate before commencing operations

Investors are responsible for complying with all relevant laws and regulations, including those related to land use, environmental protection, construction, labor, fire safety, and other specialized legislation

Vietnamese Man Kills Wife’s Lover After Discovering Affair

Authorities in northern Vietnam have arrested a man for allegedly killing his wife’s lover after discovering the extramarital affair and failing to convince her to return home.

On June 23, the Lào Cai Provincial Police announced the emergency detention of Chảo Duần Chình, a 43-year-old resident of Ngũ Chỉ Sơn commune in Sa Pa town, for investigation on suspicion of murder.

According to police reports, at approximately 4:30 p.m. on June 22, officers from the Lào Cai Provincial Criminal Police Division received a report from local police in Tả Phời commune (Lào Cai City) about a suspected homicide in the village of Séo Tả 2. The victim was identified as Chảo Xuẩn S., a 50-year-old man from Thanh Bình commune, also in Sa Pa.

Upon receiving the alert, provincial police leaders directed rapid deployment of investigators to the scene, where they launched an on-site investigation, combed the area, and quickly identified a suspect.

By around 7:00 p.m. the same day, police successfully apprehended Chảo Duần Chình.

Initial investigations revealed that in August 2024, Chình discovered that his wife, Ms. M., 44, had entered into a romantic relationship with Mr. S. and moved in with him in Bản Kim village, Thanh Bình commune.

Chình reportedly made efforts to persuade his wife to return home, but she refused.

On the afternoon of June 22, upon learning that Mr. S. was in Séo Tả 2 village (Tả Phời commune, Lào Cai City), Chình traveled there by motorbike, pursued the man, and struck him on the head with a wooden stick, killing him instantly.

After the fatal attack, Chình fled the scene but was soon captured by local authorities during his attempted escape.

The case is currently under further investigation by Lào Cai Provincial Police.
